이 논문은 영국 내 결혼이주 현황과 특징을 살펴보고, 시대에 따른 결혼이주정책의 발전과그에 관련된 쟁점에 대해 분석하였다. 영국의 결혼이주정책에서 결혼의 진정성은 역사적으로 매우 중요한 의제였다. 영국은 식민지 시대의 영향으로 영연방 출신의 결혼이주민들이다수를 차지하였지만, 2000년대 들어 비유럽연합 출신의 결혼이민자가 점차 늘어나고 있는실정이다. 이처럼 결혼이주민의 다양성이 크게 증가함에도 불구하고, 이들의 인종, 계급, 성별과 섹슈얼리티를 둘러싸고 영국 내 불안심리는 더욱 커져만 갔다. 또한, 영국 내에서는 결혼이주가 영국인과의 결혼을 통해 영국으로 이민을 추구하고 영국 국적 취득을 취득하고자하는 외국인들에 의해 악용되고 있다는 대중들의 인식이 점차 확산되어 갔다. 이에 대한 본격적 대응책으로 영국은 관리와 통제의 성격이 강한 결혼이주정책을 발전시켜 왔으나, 이러한 과정에서 인권문제를 비롯한 강제결혼, 위장결혼, 일부다처제 결혼 등의 문제를 야기하였다. 현재 영국은 브렉시트(Brexit) 이후 유럽연합 회원국가와 비유럽연합 국가의 이주를 제한하기 위해 새로운 독자적인 이민 체계를 구축하려는 움직임을 보이고 있다. 이처럼 영국의결혼이주정책은 한국의 결혼이주정책이 나아가야 할 방향을 제시해준다는 점에서 살펴볼 의의가 있다.
This paper examines the trends and characteristics of marriage-based migration in the UK, focusing on policy development and controversial issues. Concerns over the authenticity of marriages between UK citizens and their foreign-born partners have historically been a major focus of marriage migration policies in the UK. Following the Second World War, marriage migrants were primarily Commonwealth of Nations citizens, but the number of non-European marriage migrants in the UK has begun to slowly grow as a result of globalization, neo-liberalism, and the expansion of the European Union (EU) in 2004. Some express anxiety over the UK’s increasing ethnic diversity and the repercussions of the complex interplay between marriage migrants’ races, ethnicities, classes, genders, and sexualities. Antipathy toward the UK marriage migrants is spreading throughout all of the UK amid concerns that foreigners may exploit marriage migration as a way to immigrate to Britain and obtain British citizenship. In response to these negative perceptions, the UK has further strengthened its criteria for the acceptance of marriage migrant applicants, requiring proof of the authenticity of their marriages. Such highly restrictive criteria bring about new issues, including forced marriages, sham marriages, and polygamy. In the years after Britain leaves the EU, the UK may regain its control of marriage migration, but it may also face challenges in establishing new rules to regulate immigration from and beyond the EU. The UK’s marriage migration policies also have significant implications on the future directions of marriage migration policies in South Korea.
