이 논문의 목적은 지역사회 발전과 대학의 역할을 비판적으로 성찰하는 데 있다. 대학 교수로서의 개인적 체험과 대학개혁 관련 문헌 및 통계자료 분석을 활용한 이 논문의 핵심 내용은 크게 다섯 가지다. 먼저 한국의 대학개혁에서 핵심 가치로 존중하는 ‘발전’ 논의를 재구성하여 그 개념과 전략을 기존의 경제적/물질적 접근에서 개인의 권리/복지/참여로 확대했다. 본론에서는 상실감과 박탈감이 내면화된 호남지역 실상과 지역민의 인식을 논의한 후 자생적 노력에 한계로 작용한 재정적/제도적 문제를 지적했다. 또한 그동안 대학개혁과정에서 확인된 문제를 방향/내용/주체/대상/방법으로 나눠 논의했다. 대안에서는 대학의 핵심 기능인 연구/교육/봉사의 구체적인 내용을 재고찰한 후 지역사회 발전을 위한 대학역할을 정체성/교육과정/대학문화/봉사의 측면에서 구체적으로 논의했다. 결론에서는 대학개혁에 중시해야 할 제도개혁과 의식개혁의 방안을 제시했다.
The purpose of this paper is to critically reflect community development and the role of universities. By employing both the personal experience as a university professor and the analysis of literature and statistical data related to university reform, this paper consists of five main contents. First, I tried to reconstruct the ‘development’ discourse, which is regarded as a core value in local/university reform and expanded its concept and strategy from the existing economic/material approach to individual rights/welfare/ participation. In the body, I pointed out the financial/structural problems that limit the self–efforts for reforming university after discussing both the realities of the underdeveloped Honam region and the perception of the local residents whose deprivation and loss feelings are internalized. Also, I discussed the issues identified in the university reform process in terms of direction/content/subject/target/method. In the alternative, after reviewing the specific contents of research/education/service, which consist of core functions of the university, I discussed the role of the university for community development in terms of identity/curriculum/ university culture/service. At the conclusion, I proposed a system reform and a consciousness innovation that should be emphasized in university reform.
