이 논문은 전북지역에서 이루어진 혁신학교 만들기에 대한 분석을 통해, 한국사회에서 공교육을 개혁하려는 움직임이 일어난 배경과 양상을 살펴보고, 이에 드러나는 교육관의 특징과 한계를 고찰하는 것을 목적으로 한다. 혁신학교는 기존의 공교육이 지식을 일방적으로 전달하고 학업성적에 따라 학생을 서열화하는 데 그쳤다는 문제의식 아래, 학생이 다양한 체험 활동을 통해 배움의 과정에서 즐거움을 느낄 수 있도록 하는 것을 목표로 하는 학교다. 혁신학교의 학력 문제를 둘러싼 보수-진보 간 대립에도 불구하고, 진보적 교육의 목표는 보수 정부가 정한 교육과정이 지향하는 바와 일치한다. 따라서 이 연구에서는 혁신학교의 특성에 대한 정확한 이해를 위해, 지역사회가 원도심의 공동화로 인해 학생 수 감소를 겪고 있는 초등학교에 혁신적인 교육 이념 및 프로그램을 도입한 사례를 분석한다. 이 학교의 교사는 민주적, 자율적, 전문적 교사 공동체를 구축하는 한편, 학생이 즐겁게 공부하고 학부모․지역사회에 열려 있는 학교문화를 만듦으로써, 혁신 교육의 이념을 충실히 실천했다. 이 과정에서 교사는 시험성적으로 드러나는 배움의 결과보다 학습의 과정 자체를 중시하는 학력관을 갖게 됐다. 이 연구는 효과적인 학교에 대한 논의를 참고해, 혁신학교가 추구하는 과정 중심 교육의 효과에 대해 재고할 필요성이 있다는 점을 제안한다.
This paper aims to examine why and how the reform movement of public education in Chonbuk Province has taken place, thereby understanding the concept of academic achievement in the movement. A innovative school is a school that aims to make students enjoy the process of learning through various experiential activities in comparison with existing public education which has done the one-way transfer of knowledge and the sequencing of students according to academic achievement. Despite the conflict between the conservative and progressive sects surrounding innovative schools, proponents of the schools faithfully reflect the ideals of the 2015 curriculum established by the conservative government. In the elementary school education, which is relatively independent of the university entrance examination, primary school teachers try to implement a democratic, autonomous and professional teacher community by thoroughly practicing the ideology of innovation education and making the school open to parents and local community. In this process, the teachers have come to have an idea of academic achievement that emphasizes the process of learning rather than the result of learning by test scores. Based on a discussion of effective schools, this study suggests that the concept of academic achievement oriented toward learning-process oriented education should be reconstructed.
