본 연구는 지난 1991년, 지방선거 부활 이후, 찬반양론이 분분한 정당공천제에 대하여 제도의 존폐에 대한 소모적 논쟁을 지양하고 지방정치의 시대에 정당의 역할과 기능이 필요하다는 전제하에 정당공천제가 과연 지방의 정당정치발전에 도움이 되는가를 분석하는 것을 목적으로 한다. 특히, 기초지방선거에 초점을 두고 정당의 순기능적인 측면(정치엘리트의 충원, 정치참여의 매개체, 이익의 집약과 표출, 사회통합)에서 정당공천제의 도입으로 인해 지방의 정당정치가 어떻게 발전해왔는지를 분석하는 것이다. 분석결과에 따르면 지방정치엘리트의 충원에서는 정당공천제로 인해 전문성과 책임성이 제고되었고, 정치참여에 있어서는 유권자의 후보자선택에 필요한 정보제공의 측면은 있으나 주민의 선거참여에는 크게 영향을 미치지는 못한 것으로 나타났다. 이익의 집약과 표출기능에 있어서 정당공천제의 영향은 자료의 부족으로 인해 충분한 비교분석이 어렵기는 했지만 정당공천제와 유급제의 도입으로 유능한 인재의 충원이 이루어지고 정당의 책임성이 제고되면서 의원들의 의정활동에 있어서 과거보다는 향상된 모습이 나타날 것으로 예측한다. 끝으로 사회통합기능에 있어서의 정당공천제의 효과는 여성 대표성의 신장으로 나타났다. 여전히 절대적인 수치에 있어서 적은 비율을 차지하지만 정당공천제의 도입으로 지역구에서와 비례대표를 통해서 보다 많은 여성 후보자들이 지방정치에 입문할 수 있었다. 2010년 6월 2일 제5회 지방선거를 앞두고 있는 시점에서도 여전히 정당공천제에 대한 찬반양론은 학계와 시민단체, 정계 및 여론에서 까지 대립적으로 나타나고 있다. 그러나 정당정치의 순기능들이 정당공천제라는 제도를 통해 지방정치에까지 발현될 수 있는 계기를 마련하는 것이 더 필요한 작업이지 제도의 존폐만을 논박하는 것은 다소 소모적으로 보인다. 본 연구가 정당공천제 시행 이후 실질적인 변화에 대한 꾸준한 연구와 이를 통한 개선노력에 약간의 도움이 되기를 바란다.

The main purpose of this study is to examine the effects of the party nomination system on the development of local party politics. Since 1991 when the local election was resurrected, there have been debates about whether the party nomination system is necessary in local elections. However, it is unnecessary to continuously debate about whether this institution is maintained or abolished without exploring the effects of the party nomination system on local party politics. Based on the fact that the parties need to play a very important role in developing local politics, this study examines how the party nomination system influences local party politics by focusing on the 4 good effects of parties(local elite recruit, political participation, integration and expression of interests, social integration) in terms of the district councils. The results show that the introduction of the party nomination system contributed to the enhancement of speciality and responsibility of local political elites. Due to the party nomination system, local voters can have information necessary to make their decisions to select candidates in local elections. However, it did not influence the increase of voter turnout. It is expected that the integration and expression of local interests through the active parliamentary politics performed by the members of district councils will be enhanced due to recruits of competent politicians derived from the introduction of the party nomination system. Finally, the effect of the party nomination system on the function of social integration was apperred in the increse of women politicians elected for local councils. Although the absolute number of women politicians is still insufficient, it is expected that the more women politicians will be advanced in local politics when institutional reforms like the increase of seat ratio derived from proportional representation system have been effected.
