4차 산업혁명 시대를 맞이하여 주요국에서는 창작 운동을 통한 청년들의 신기술 창업이 폭발적으로 증가하고 있다. 그럼에도 우리나라는 4차 산업혁명을 촉발시킨 신기술을 활용한 창업 활동이 부진해 신산업 창출이 충분히 이루어지지 못하면서 산업 전반이 쇠퇴 국면에 접어들고 있다. 여기서 우리가 신산업 돌파구를 마련하려면 4차 산업혁명에 대한 정확한 이해와 구체적 추진 방법에 대한 공감대 형성이 필수적이다. 특히 창작가 창업은 돈이 많이 들고 위험부담도 큰 기존 창업 생태계를 혁신할 수 있는 매우 중요한 대안으로 부상하고 있다. 본고는 창작가 창업의 활성화를 위한 구체적 실행 방안을 찾기 위해 주요국의 사례를 살펴보고, 국내에서 이를 추진할 수 있는 정책방안을 제시하고자 하였다. 우리나라에서 4차 산업혁명을 선도할 창작가 창업을 활성화하려면 생애 주기별로 적합한 인재양성 시스템을 구축하고, 창작가로서의 비전과 역량을 갖추도록 하는 일이 매우 중요한 것으로 판단된다. 첫째, 초·중등 단계에서는 획일화된 판박이형 인재양성을 지양하고 체험에 입각한 창작 학습(learning-by-making) 등 재미있는 교육 방법을 전면 도입할 필요가 있다. 둘째, 대학 내에 창작 공간을 조성하는 등 창작가 양성을 위한 시스템을 조속히 구축해야 한다. 특히 빅데이터, 인공지능 등 데이터 인력을 양성하려면 통계학, 수학, 과학, 공학, 예술 등 다양한 분야의 전문성을 고루 갖춘 멀티플레이어형 인재양성을 지향해야 한다. 끝으로, 지역별로 허브 창작 공간을 구축하여 돈이 적게 들고 위험 부담도 적은 새로운 창업 패러다임을 조기에 확립해 나가야 한다.
Youth entrepreneurial activities through maker movement in the major countries have exploded in the era of the Fourth Industrial Revolution. But Korean economy is gradually declining due to lack of talented manpower possessing soft power. Therefore it is essential to understand the concept of the Fourth Industrial Revolution accurately and reach a shared understanding on how it should be done to prepare for a new industrial breakthrough in Korea. This study aims to find the ways to cultivate the entrepreneurial makers by looking into how it was pushed forward in the major countries. To cultivate entrepreneurial makers who will lead the Fourth Industrial Revolution in Korea, it is needed to reform the existing learning system according to life cycle. Firstly, the main issue in elementary, middle and high school stage is to transform the existing memorizing-centered education into the creative learning by making. Secondly, in higher education stage it is needed to foster multiplayer-type talents who are equipped with expertise in mathematics, science and technology, statistics and so on. Lastly, it is required to build a hub maker space in each region and link it to the maker spaces in the regional universities. By doing this, we can create a new entrepreneurship ecosystem which will cost less money and risk.
