정부 R&D 지원에 따른 중소기업의 기술개발 성공률은 96%로 조사되고 있으나, 사업화 성공률은 48%로 나타나 정부 R&D 예산 지원에 따른 사업화 추진 성과가 미흡하다고 할 수 있다. 즉, 정부 R&D 지원사업의 높은 성공률 판정에도 불구하고 50% 이상의 중소기업이 사업화를 추진하지 못해 개발기술을 사장시키는 결과를 초래하고 있다. 중소기업은 개발기술을 사업화함에 있어 사업화자금, 사업화전문인력 부족 등의 애로사항을 지적하고 있으나, 정부의 기술사업화 지원체계는 미흡한 실정이다. 정부의 R&D 지원자금이 R&D 수행단계 중에서 기획 단계와 사업화 단계에 비해 개발단계에 과도하게 집중되고, 기술사업화를 체계적으로 지원하기 위한 지원사업 간 연계성 미흡 등의 문제점이 지적되고 있다. 정부는 중소기업의 기술사업화를 촉진하기 위해 기술개발 단계뿐만 아니라 R&D 전·후 단계인 기획·사업화 단계에 대한 지원을 확대하여 기술사업화 全주기적 지원체제를 구축함과 아울러, 기술사업화 생태계를 조성하는 것이 필요하다. 중소기업 R&D 예산 배분 시, 기술개발 단계에 재원을 집중 지원하는 방식에서 향후 R&D 기획 및 사업화 단계에 대한 지원을 확대해야 한다. 기술사업화 생태계 구성의 핵심요소인 사업화정책자금 확충, 사업화전문인력 양성·지원, 기술사업화 지원 전담조직 운영 등의 방안을 마련할 필요가 있다.
A success rate of R&D projects by SMEs is estimated to be 96%, but a rate of technology commercialization is only 48%. It turns out that the outcome of project implementation, supported by government R&D budget is inefficient. In spite of a high success rate of R&D projects, more than 50% of SMEs end up failing to continue to use their technologies by failing to commercialize them. SMEs point out a lack of specialized manpower, commercialization funds, etc., but the government’s support system for technological commercialization is insufficient. Governmentt’s R&D funding excessively focuses on a development stage rather than a planning and commercialization stage. A lack of connectivity between several technology projects of commercialization is a problem, as well. It is necessary to build up overall support system and create an environment for technology commercialization. Not only to accelerate technology commercialization of SMEs, but to step up a support for a planning and commercialization stage, which is indeed pre and post R&D. When allocating R&D budget of SMEs, a way of financing, focused on the development stage, should change to a focus on a planning and commercialization stage. Also, it is necessary to capitalize commercialization funds, support and produce manpower specialized in commercialization, and operate an organization dedicated in technology commercialization, etc.
