본 연구의 목적은 영유아를 중심으로 아동권리에 관한 아동영향평가의 적정한 지표를 개발하고자 하는데 있다. 본 연구 내용인 아동영향평가의 평가지표를 개발하기 위해 문헌고찰로 측정개념을 구체화하고, 영유아권리에 대한 인식 및 실태조사와 전문가 자문을 통해 아동영향평가의 예비문항을 구성하였다. 평가지표의 구성요인을 도출하고 조작적 정의를 통한 예비문항을 구성하여 내용타당도 전문가 검증 후, 최종문항을 구성하였다. 그 결과, 영유아권리를 포괄한 아동영향평가 지표 구성은 기초지표와 심화지표(선택형)로 구성하였다. 지표의 내용요소는 유엔의 국제아동권리협약 4대 아동권리 지표와 제1차 아동정책기본계획의 정책지표이다. 최종 지표 구성은 아동정책기본계획의 구분에 따라 “미래를 준비하는 삶”에 대한 발달권, 참여권, “건강한 삶”에 대한 생존권, “안전한 삶”에 대한 보호권, “함께하는 삶”에 대한 특별한 보호조치의 보장 내용으로 영유아를 포함한 아동을 대상으로 영향평가를 통해 사정해 볼 수 있도록 구성 하였다. 이러한 결과는 2019년 정부의 「아동복지법」에 따른 아동영향평가 시행에 앞서 영유아를 포함한 모든 아동의 이익이 최우선적으로 고려되도록 정책적 방향을 제시하는데 의의가 있다.
The purpose of this study is to develop appropriate index of child impact assessment on children's rights focusing on young children. In order to develop the evaluation index of the child impact assessment, this study embodied the concept of measurement by reviewing the literature and constructed the preliminary questions of the child impact assessment through both investigation on the awareness of the early childhood rights and consultation with professionals. After eliciting components of evaluation index, constructing preliminary items through manipulative definition, and verifying contents with validity experts, final items were compiled. As a result, the composition of the child impact assessment index centering on the early childhood rights was composed of the basic index and the deepening index(optional). The contents of the index are the policy index of the United Nations International Children's Convention on the Rights of the Child, the Four Child Rights Index, and the first child policy basic plan. The final index were selected to rate the basic child impact assessment table and business plan, including the right to development of “a life preparing for the future”, the right to participate, the right to survive with “a healthy life”, the right to protection of “a safe life”, and the special protective measure to guarantee “a sharing life”. These results are meaningful to suggest a policy direction to ensure that the interests of all children, including early childhood and child, are given top priority before the implementation of the Child Impact Assessment in accordance with the Government's Child Welfare Act of 2019.
