세계화 과정이 가속화 하면서 이른 바 연성권력의 중요성이 더욱 강조되고 있다. 특히, 스포츠는 연성권력의 구성요소로서 국가의 안과 밖을 넘나드는 사회적 현상으로 부각됨에 따라 많은 국가들은 스포츠를 사회 경제적 발전, 국가 이미지 구축, 그리고 정치 경제적 자유화의 지원 등 국가의 다양한 목적으로 활용하였다. 이 과정에서 국가의 역할이 증대되고, 스포츠를 활용한 대외행위와 관련된 스포츠 외교정책의 문제는 중요하게 부각되었을 뿐만 아니라, 스포츠가 다양한 외교적 기능을 수행하게 되었다. 이러한 맥락에서 본 연구는 한국의 경우를 상정하여 스포츠 외교정책의 분석을 위한 개념적 틀의 모색에 집중하였다. 말하자면 한국의 스포츠 외교정책을 보다 잘 이해하기 위한 이론적 분석틀을 시론적 차원에서 탐색해 보고자 한다. 이를 위해서 스포츠와 국가와의 맥락 속에서 스포츠 외교정책을 살펴본다. 외교정책의 이론화 과정에 대하여 개괄적으로 탐색한 후 로제노의 논의를 바탕으로 한국의 스포츠 외교정책의 이해를 위한 이론적 함의를 갖는 요인들을 탐색해 보고자 한다.
As a globalization is being deepened, international relations are about regularized, cooperative behaviour and institutions and arrangements. An increasingly large amount of academic attention is being given to the study of soft power. As an essential element of soft power, Sport assumed an increasingly important role society and international relations. The government intended to make greater use of sport in promoting state`s image abroad and advancing economic development at home. Many scholars confirmed a large role for government in the international sport movement. Sport had come to play an important place in korean foreign policy. This study explores the relationship between sport and korean foreign policy on the basis of Rosenau`s theory and sets the conceptional framework for analysis in the context of tentativeness.
