군사통합시 물리적 충돌을 배제하고 심리적 마찰을 최소화하기 위해서는 내적 차원의 통합이 장비와 병력, 인적체계 통합에 우선되어야 한다. 이에 본 연구는 통합한국군의 정체성 구축을 남·북한군 내적통합의 중심으로 삼고, 양군 간의 갈등뿐만 아니라 국제사회가 한반도 군통합에 가지는 위험 인식을 해결할 수 있는 대안으로 제시하였다. 군 통합 및 통합군의 행위 주체, 기존의 군 교육 재검토, 통합군 지향가치 설정 등의 문제의식에서 출발한 본 연구는 국가관과 군 인권이라는 두 측면에서 통합군 정체성 구축 방안을 모색하였다. 특히 독일 연방군의 사례를 기초 연구로 삼고, 독일이 나치의 잔재와 전범 국가로서의 오명을 극복하고 민주적·평화적 가치를 정체성으로 삼은 사례를 모델로 제시, 한반도에 적용 가능한 부분을 도출하였다. 군 정체성은 통합군이 지향해야 할 보편가치를 확립하고 남·북한 군(인) 간 갈등을 조절하는 역할을 수행할 것이다. 역사적·사법적·정치 도덕적 논리의 틀에서 통합한국군의 정체성을 연구한 본 연구는 미래 환경의 변화에 따라 새롭게 형성될 통합한국군 정체성의 구성 논리를 이해하고 그 방향을 제시하는데 기능할 수 있다.
This study focuses on internal part among the military integration of inter-Korea. To eliminate armed conflict and to minimize resistance and friction, smooth integration at the internal level should be supported in preference to the any other parts. Therefore, this study focused on the establishment of a military ‘identity’ as a solution to the problem and also presented it as a answer not only of conflict between South and North army but also of the international society’s sense of danger against armed forces in the Korean Peninsula. This study was initiated with the awareness of the actors of the United Korean Army, the review of existing military education, and the establishment of the two armies’ values. Also this study looked for ways to establish the identity of the United Korean Army in two aspects: national view and military rights. In particular, used German case as a basic study. Bundeswehr overcame the legacy of the Nazis and their reputation as war criminals, and modeled the democratic and peaceful military as their new identity. Building a military identity will establish universal values that the unified forces should pursue and help reconcile conflicts between soldiers. Through this study, can understand the logic of organizing military identity which is formed in the frame of historical, judicial, and moral logic. And also can find a way of United Korean army's identity which is newly formed according to changes in future circumstances.
