본 연구는 조직역량과 네트워크 역량이 지역재난관리 목표달성도에 미치는 영향을 지역안전등급과 시민들 과 정부의 상호작용, 의사소통 관계를 활용하여 실증적으로 분석하였다. 현대 재난관리에서 상대적으로 중요 하다고 논의되는 조직관리 역량과 조직환경 역량으로 구분하고 인지적 과정으로서의 특성과 의사소통, 의견 개진, 아이디어 교환으로서의 특성을 지니는 네트워크 전체로서의 역량을 측정하여 다중회귀분석을 실시하였 다. 다음으로 조직관리 역량과 조직환경 역량이 재난관리 목표달성도에 미치는 영향에 있어 네트워크 전체로 서의 역량이 지니는 매개효과를 분석하였다. 이를 분석한 결과, 재난관리 조직 관리 역량을 구성하는 다양한 변수들은 지역재난관리 목표달성도에 긍정적인 영향을 주는 것으로 나타났다. 또한 네트워크 역량 전체를 구 성하는 변수들도 지역재난관리 목표달성도에 긍정적인 영향을 미치고 있음을 알 수 있었다. 다음으로 네트워 크 전체로서의 역량은 조직관리 역량과 조직환경 역량이 지역재난관리 목표달성도에 미치는 영향에 있어 부 분매개효과가 있음이 입증되었다. 분석결과를 바탕으로 지역재난관리 조직은 네트워크 전체로서의 역량을 강 화하기 위하여 시민과의 의사소통을 전담하는 부서를 신설하거나 기존의 재난관리 인력에 대한 교육 등의 방법을 이용하여 네트워크 역량 강화를 위한 전문성을 확보할 필요성이 있을 것으로 판단된다.
This study empirically analyzed the impact of organizational and network capability on the achievement of local emergency management objectives using regional safety rating and communication relations between citizens and government. The multiple regression analysis was performed by measuring organizational competencies divided into emergency management organizational and organizational environment capability and network capability. Next, the mediating effect of network capability on the impact of organizational capability on emergency management goal achievement was analyzed. As a result of the analysis, various factors that constitute the emergency management organization management capacity have a positive effect on the achievement of local disaster management. In addition, we found that the factors that make up the overall network capability have a positive effect on the achievement of local emergency management. As a result of the mediation effect analysis, it was proved that network capability has a partial mediation effect on the effect of organizational competency on achievement of local emergency management. Based on the results of the analysis, the local emergency management organization should establish a department dedicated to communicating with the citizens to secure the expertise to strengthen the network competency by using existing emergency management official.
