본 연구는 지정학적 불안정성을 극복하고 평화와 번영의 미래를 준비하는 한국의 지역 비전인 동북아플러스책임공동체의 제도화된 협동을 향한이론화 작업을 기반으로 어떠한 성공적인 조건과 노력이 필요한지를 실증적으로 조명하고자 한다. 제도화된 협동은 최근의 현상이 아니라 오랜 기간을 통해 진행되어 온 것으로 도덕적 권위의 일반화, 공동 이익의 추구, 주권의 재해석을 둘러싼 조정과 협조의 논의를 중심으로 전개되어왔다. 여기에서 주목할 것은 동북아플러스책임공동체가 기존 지역 비전들을 연결하는 모듈 역할을 할뿐 아니라 주변국의 지역 비전들이 가지고 있는 배타성을극복하고 포용성을 확대함으로써 한국의 외교적 입지를 확대할 수 있다는사실이다. 이러한 의미에서 동북아플러스책임공동체의 제도화된 협동을 성공적으로 정착시키기 위해서는 G2의 다양한 신지역질서 구상과의 전략적연계, 북한의 완전한 비핵화를 위한 적극적 대응, 한일관계의 협력 증진을위한 선순환적 관리 등과 같은 조건을 기반으로 추진 담당 부서의 설치, 추진 방향의 구체화, 초국가적 협력 네트워킹의 구축, 재원 조달을 위한 정부차원의 정책적 지원 등과 같은 실질적인 노력이 요구된다. 다시 말하면 동북아플러스책임공동체의 제도화된 협동은 책임 공유를 통한 지역협력의 기 반하에 정치⋅외교적인 노력으로 안보 문제를 풀어나가는 동시에 경제 협 력을 통해 평화와 번영을 정착시키는 ‘투-트랙 전략’이 필요하다.
This paper is a theoretically grounded empirical contribution aimed at shedding light on what conditions and efforts are necessary toward institutionalized collaboration of Northeast Asia Plus Community of Responsibility overcoming geopolitical instability and preparing for the future of peace and prosperity. Institutionalized collaboration has been developed at the center of the discussion of generalization of moral authority, the pursuit of common interests, and adjustment and cooperation on the reinterpretation of sovereignty. What’s important here is that Northeast Asia Plus Community of Responsibility, which play a role as a module to link existing regional vision can expand South Korea’s diplomatic position as overcoming exclusiveness and extending inclusiveness of regional vision in neighboring countries. In this sense, practical efforts such as installation of department in charge of implementation, creation transnational collaborative networking, and government-level policy support for fund raising based on the conditions of strategic linkage with various new-regional order of G2, active response for the complete denuclearization of North Korea, and virtuous management for promoting cooperation between Korea and Japan of should be required in order to successfully settle down the institutionalized collaboration of Northeast Asia Plus Community of Responsibility. In other words, the institutionalized collaboration of Northeast Asia Plus Community of responsibility based on regional cooperation through sharing responsibility need ‘two-track strategy’ not only to solve security problems through political and diplomatic efforts but also to settle down the peace and prosperity through economic cooperation.
