본 연구의 목적은 산학관 협력을 통해 지역인재양성 및 활용에 성과를 거두고 있는 J대학교의 성공요인 및 도전과제 등을 분석하고 이를 바탕으로 지역인재양성을 위한 실천적 함의를 제시하는데 있다. 최근 경제 저성장과 불황으로 인해 일자리 창출과 경제 활성화가 우리사회의 중요한 이슈로 떠오르면서 지역의 고용 활성화를 위해 지역 대학, 산업체, 지방정부 간의 파트너십의 중요성이 높아지고 있지만 지역 대학에서 배출한 인재를 직접 지역 산업체에 취업시키는 ‘고용연계 중심’의 산학관 협력 사례를 다루는 연구는 매우 부족하다. 이에 따라 성공적인 산학관 협력 사례로 평가되는 전라북도 J대학교의 산학관 커플링사업 식품사업경영단 사례연구를 통해 성공 요인들을 도출하였다. 산학관의 명확하고 균형있는 산학관 역할, 지역 산업수요맞춤 교육과정 개발 및 취업과의 연계, 사업에 참여하는 교수들의 역량 및 충실한 역할 수행 등이 식품경영사업단 커플링사업의 성공에 기여하고 있었다. 연구결과를 바탕으로 지역인재양성을 위한 산학관 주체들의 역할과 실천적 함의를 제시하였다.
The purpose of this study is to explore a successful case of university-industry-government collaboration for finding a way to promote youth employment in local cities. By conducting the case of J university, we aim to provide the practical implications for fostering regional human resources. Recently, due to the prolonged economic recession and under-employment, the partnership among local university, industry and local government has been critically considered as a regional youth employment strategy. Few studies have investigated the cases of university-industry-government cooperation that values on job-connectedness, especially led by local universities, whereas the number of the cooperation-related studies have focused on the R&D centered cases, or regional innovation in the cases. As a result of the study, we draw successful factors to be a great case, including a clear and balanced role of each stakeholder, curricula to meet the demand for education in the regional industries, faculty’s great support, the director’s leadership, good operation with a small number of student groups, and a close relationship among the stakeholders. The results of the study gave deep insights into the national policy makers, organizational leaders, and university associates along with the practical policy implications.
