한반도는 군사적 위기와 평화 사이의 중대한 기로에 서있다. 한반도 평화체제 전환 과정에서 제기될 다양한 문제에 대해 신중히 검토하고 우리의 국익을 극대화해 나가기 위한 노력이 그 어느 때보다 절실하다. 북한 비핵화 과정에서 진전될 한반도의 평화체제 전환은 유엔사의 위상과 역할, 존치 및 폐지 문제를 제기하게 될 것이다. 유엔사가 수립되고 전개되어 온 과거의 역사를 고려 시 이 문제는 국내외에 많은 논쟁을 일으킬 가능성이 크며 그 과정에서 불필요한 국론분열과 국익 손상이 발생할 가능성을 배제하기 어렵다. 본 연구는 이를 방지하기 위해 유엔사의 전개과정을 역사적으로 검토하고 관련 쟁점의 배경이 되는 역사적 상황과 기존 연구들을 간결하게 정리하여 제시 하였으며 관련국들의 인식 및 전략과 우리의 대응방안을 제시했다.
The Korean Peninsula is now standing at the crossroad between military crisis and peace. It is the proper time to review all the possible questions which will occur during the transition period of transferring to Korean Peace Regime, and produce proper policy options to maximize national interests. The transfer to the Peace Regime which will take place simultaneously with North Korean denuclearization is expected to raise the questions related to the maintenance or abolition of United Nations Command. Considering the historical contexts where UNC was created and developed, the questions are highly likely to cause a lot of debates which could be led to unnecessary national division and conflicts among related countries. The article tries to provide concise explanations to the historical background of UNC and major issues related with it. Together the article analyzes the recognitions and strategies of main players and policy options to deal with them.
