당시 한국인들의 국제질서에 대한 인식이나 대응은 이미 20세기 초반부터도 암매하거나 단순한 것으로 비판되어 왔다. 국제질서 인식에서 보이는 이러한 문제들은 무엇보다 국제질서에 대한 당시 한국인들의 인식이 자율성과 냉철성을 가지지 못하였기 때문이다. 이는 우리의 주체적 노력만으로도 바꿀 수 있는 문제지만, 현재에도 그러한 문제가 여전히 이어지고 있다. 이글의 목적은 19세기 말부터 20세기 초 한국이 처했던 국제정세와 그에 대한 대응을 현재의 그것과 연결하여 비판적으로 살펴봄으로써 ‘한반도의 평화’를 향한 도정에 좀 더 지혜롭게 대처할 수 있는 단서들을 찾아보려는 데 있다. 여기서는 그 가운데서도 한반도를 둘러싼 국제질서 내지 정세에 대한 인식과 대응의 자율성과 냉철성이라는 문제를 집중적으로 검토해보았다. 현재의 국면에서 한반도의 평화체제를 이끌어내는 데 무엇보다 중요한 것은 우리의 주체적, 능동적 노력이고, 그를 위해 반드시 요청되는 것이 현재의 국제질서를 우리의 입장에서 독자적으로, 또 냉철하게 인식하는 것이기 때문이다.
The purpose of this article is to search the clue in which we can cope with the way for ‘the peace of Korean peninsula’ more wisely by connecting and critically reviewing the international situation of Korea from the end of 19th century to the early of 20th century and its response. This article focuses on the review of autonomy and cool-headedness in the recognition and response on the international order or the situation surrounding Korean peninsula among many issues. The most important thing in the current situation in order to lead a peace regime in the Korean peninsula, is our subjective and active effort, so the absolutely required things for this goal is to recognize the current international order independently and realistically from our perspective. The awareness and response of Koreans on the international order at that time have been criticized as foolish and simple. These problems in the awareness of international order are originated because Koreans at that time don’t have autonomy and cool-headedness on the international order. This can be changed with our independent effort only but these problems still continued up to now.
