이 연구는 초등교원양성기관인 교육대학과 중등교원양성기관은 사범대학간의 통합이 필요하다는 전제 아래, 초․중등 교원양성대학의 통합 방안을 탐색하기 위한 것이다. 이를 위해 초․중등 교원양성대학 통합의 필요성을 살펴보고, 제주대학교와 한국교원대학교의 사례를 바탕으로 효율성, 책무성, 연계성이라는 측면에서 향후 통합이 이루어지기 위한 방안을 제안하였다. 첫째, 효율성 측면에서, 통합은 1교 1캠퍼스와 기관 구성원들 간의 합의에 바탕을 두어야 한다. 다시 말해, 통합을 하는 것보다 더 중요한 것은 어떻게 통합하느냐 하는 것이다. 둘째, 책무성 측면에서 교원양성교육의 질 제고 및 교원의 전문성을 신장시키고, 교육과정 운영의 다양성을 통한 학생의 선택권을 확대하는 통합이 되어야 한다. 즉 통합의 목적이 무엇인지를 명확히 한 후에 그 목적을 달성하기 위한 계획이 수립되어야 한다. 셋째, 연계성 측면에서 교원양성대학간 정체성을 유지해 주면서도 실질적인 연계 및 교류협력이 이루어질 수 있는 통합이 되어야한다.
The purpose of this study is to suggest the possible way of integration between teacher education universities on the assumption that elementary and secondary teacher education universities need to be integrated. To achieve the above purpose, examined 2 cases of integration(Jeju university and Korea national university of education) and then suggested some implications in aspects of efficiency, accountability and connection. Firstly, in terms of efficiency of integration, integration based on one campus and consensus among interested parties is presented. In other words, more important than integration is how to integrate. Secondly, in terms of accountability, it is necessary to establish a clear purpose of integrating teacher education quality and professional development, and to propose the expansion of students' choice through diversity of curriculum operation. In other words, after clarifying what the purpose of integration is, a plan should be sought to achieve the purpose. Thirdly, in terms of linkage, it is suggested that the linkage and exchange in various programs, facilities, and curriculums should be activated while ensuring the stability of the current teacher education system.
