본 연구는 전라북도 공공기관의 현황을 파악하여 향후 개선해 나가야 할 과제를 도출하는 데 목적을 두고 있다. 우선 본 연구대상 선정과 공기업 개념을 구체화하기 위해 관련 이론을 고찰하고, 전라북도의 공공기관 대한 현황과 문제점을 파악하고자 하였다. 연구대상은 현재 전라북도 경영평가 대상인 21개의 기관으로 정하고, 그 유형과 평가시스템 등 전반적으로 탐색하였다. 그러나 대상기관 21곳 모두를 면밀히 검토하여 논문에 모두 담기에는 다소 무리가 있다고 판단되었다. 따라서 본 연구에서는 전라북도의 공공기관 중에서 경제발전에 가장 영향을 주는 대표 기관 두 곳인 전라북도경제통상진흥원과 전북신용보증재단을 임의 선정하여 집중 분석하기로 하였다. 이러한 분석결과를 바탕으로 전라북도 지방공기업의 문제점을 진단하고, 정책과제를 논의하면서, 향후 발전 방향을 제시하였다.
The purpose of this study is to grasp the current status of local public enterprises in Jeollabuk - do and to elucidate the problems to be improved in the future. In order to clarify the concept of public enterprise and to select the subject of this study, we examined the related theory and tried to grasp the status and problems of local public enterprises in Jeollabuk - do. The research subjects were selected as 21 institutions, which are subject to the management evaluation of Jeollabuk - do, and they were searched for the type and evaluation system as a whole. However, it was judged that there were some difficulties to thoroughly review all the 21 target institutions and to include them all in the paper. Therefore, in this study, Jeonbuk Provincial Economic Promotion Agency and Jeonbuk Credit Guarantee Foundation, which are two representative organizations that have the greatest influence on economic development among the provincial public enterprises in Jeollabuk - do, Based on the results of this analysis, we diagnosed the problems of public enterprises in Jeollabuk - do province and discussed the policy issues and suggested the direction of future.
