본 연구는 현대 환경갈등의 증가 속에서 ACF(Advocacy Coalition Framework)와 프레임의 결합모형을 통해 가로림만 조력발전소 입지갈등 사례를 분석하여 모형의 타당성을 검증하고 갈등관리방안을 찾기 위해 수행되었다. 그 결과, 입지정책의 역동적 변화과정을 체계적으로 이해할 수 있었고, 갈등관리를 위해 공론의 장이 필요하며 지역 리더에게 갈등관리의 책임이 있음을 인지하였다. 다만, 공공갈등에 대한 본 연구모형의 적용과 해석에 있어 일반화의 한계가 있으므로 다양한 사례의 적용을 통해 향후 본 모형의 타당성을 제고시킬 필요가 있다.
The purpose of this study was to analyze siting conflict of tidal power plant in Garorim through coupled modeling of ACF and frame in the rising environmental conflict, to examine the validity of the model, and to find a conflict control plan. As a result, it was possible to systematically understand the dynamic change in location policy and to recognize the necessity of public opinions of conflict control and local leader' responsibility for conflict control. But there was the limitation of generalization in terms of the application and interpretation of this study model. Therefore it is necessary to apply various cases to improve the validity of this model.
