본 연구에서는 기존의 내일이룸학교 운영체계 전반에 대한 종합적 재평가를 실시하여문제점을 진단하고, 이를 바탕으로 구체적 개선방안을 제시함으로써 학교 밖 청소년의참여 확대, 수료율 및 취업률 제고를 모색하고자 하였다. 이를 위해 먼저 내일이룸학교운영실태 및 발전방안 관련 선행 연구들을 수집·분석하고 시사점을 도출하였다. 둘째, 전국 내일이룸학교 9개교 훈련생 85명, 졸업생 12명, 중도탈락생 8명, 종사자 16명을 심층면접하여 현재 운영 실태와 문제점을 파악하고 개선 아이디어를 수집·분석하였다. 셋째, 미국 워싱턴과 필라델피아 소재 Job Corps 센터를 현장방문하고 관련 자료를 수집하여 벤치마킹하고자 하였다. 넷째, 내일이룸학교를 포함하여 학교밖청소년지원센터, 청소년쉼터, 미인가 대안학교, 보호처분시설 등을 이용 중인 학교 밖 청소년 709명을 대상으로 설문조사를 실시하여 시사점을 도출하고자 하였다. 다섯째, 학계, 현장, 정부 전문가 및 청소년 자문단을 구성, 검토의견을 반영하여 최종 내일이룸학교 운영 개선방안을제안하였다.
This study aimed to explore ways to improve participation rate, completion, and employment rate of out-of-school youths by presenting concrete plan based on the comprehensive re-evaluation of the existing overall operating system and diagnosis of problems in Naeil Irum School(Formerly, Employment Academy). For this purpose, first, we collected and analyzed the previous studies related to Naeil Irum School's operation and development plan, and suggested implications. Second, in-depth interviews were conducted with 85 trainees, 12 graduates, 8 dropouts, and 16 employees in the nationwide Naeil Irum School to investigate current status and problems if there is any, and to analyze improvement ideas. Third, we visited the Job Corps Center in Washington, DC and Philadelphia in USA and collected relevant data for benchmarking. Fourth, we conducted a questionnaire survey on 709 adolescents using the out-of-school youth support center, youth shelter, unauthorized alternative school, and protective disposal facilities including Naeil Irum School. Lastly, an advisory group composed of academics, field, government experts, and youths has been formed to suggeste ways to improve the operation of the final Naeil Irum School by reflecting their review comments on the first operational improvement plan.
