본 연구의 목적은 암행어사의 서계를 분석하여 조선후기 수령들의 지방통치 역량을 살펴보는데 있다. 세밀한 분석을 위해 수령의 업무 전반을 살펴보는 종합 평가와 전정, 군정, 환정, 잡역세, 진휼·복지, 형정, 향임·향리 규제 등 7개의 개별 항목으로 나누어 살펴보았다. 먼저, 종합 평가에 해당하는 선치(善治)여부에 대해 분석하였다. 전 시기에 걸쳐 수령 가운데 긍정적인 평가를 받는 자들이 50%를 상회하고 있지만, 무능하거나 부정을 저질렀다고 평가받는 수령도 다수 있었음을 알 수 있었다. 이와 함께 미미한 비중이나마 19세기에 접어들어 긍정적인 평가를 받은 수령의 비중이 늘어난다는 사실도 확인되었다. 다음으로 개별 항목별로 암행어사의 수령 평가 양상을 살펴보았다. 1794년과 1878년에는 전반적으로 수령들이 암행어사로부터 긍정적인 평가를 받은 항목이 더 많은 반면, 1714년과 1808년에는 부정적인 평가를 받은 항목이 더 많다는 사실을 확인할 수 있었다. 이와 함께 개별 항목의 ‘긍정’과 ‘부정’ 평가 비율이 시기별로 어떤 변화 추이를 보이는지 살펴보았다. 개별 항목별로 다소 미흡한 부분들이 확인되지만, 전반적으로는 긍정적으로 평가할 수 있을 듯하다. 이상의 결과로 볼 때, 19세기에 지방사회 전반에 걸쳐 여러 가지 사회·경제적 갈등이 표출된다는 사실은 의심의 여지가 없으나 이를 수령의 자질 문제와 직접적으로 연결할 만한 증거는 최소한 암행어사의 서계에서는 확인되지 않았다.
The purpose of this study was to examine Suryeongs' capabilities in local ruling in the latter half of Joseon by analyzing the Seogye of secret royal inspectors. For detailed analysis, the investigator made a total assessment of Suryeongs' overall jobs and divided the scope of evaluation into seven areas including Jinjeong, Gunjeong, Hwanjeong, Japyeokse, relief·welfare, Hyeongjeong, and Hyangim·Hyangi regulations. The study first analyzed whether Suryeongs would govern well as part of total assessment. Over 50% of Suryeongs throughout the period received a positive evaluation, but there were a lot of Suryeongs that were considered to be incompetent or corrupt. The percentage of Suryeongs receiving a positive evaluation tended to rise in the 19th century even though it was a small increase. The study then examined the evaluation patterns of Suryeongs by secret royal inspectors by the individual item. The Suryeongs received a positive evaluation in more items from secret royal inspectors in 1794 and 1878 and did a negative evaluation in more items in 1714 and 1808. The study also traced the changing trend of “positive” and “negative” evaluation percentages in each item throughout the periods and found an overall positive evaluation despite some insufficient parts in each of the items. Although there is no doubt that various social and economic conflicts emerged across the local communities in the 19th century, these findings indicate that there was no evidence to connect the conflicts directly to the qualification issues of Suryeongs at least in the Seogye of secret royal inspectors.
