본 연구의 목적은 재정분권 유형화 모형을 이용하여 현행 노인관련 보조금 제도의 분권방향에 대해서 분석과 평가를 시도하는 데 있다. 국고보조금의 지속적 증가는 지방의 복지사업 운영의 자율성을 해칠 뿐만 아니라 재정의 매칭으로 인해 재정누출을 야기하기도 한다. 따라서 보조금 사업의 합리적 분권방향을 설정하고 운영하는 것은 지방자치와 재정분권의 측면에서 중요하다. 본 연구는 재정분권 유형화 모형을 바탕으로 연구자 집단지식의 합의를 통하여 노인복지와 관련된 11개 보조금 사업의 합리적 분권방향을 모색하였다. 연구결과 노인관련 복지보조금 사업에서 중앙과 광역이 부담하는 사업의 수가 가장 많았으며 서비스는 건강 및 요양, 돌봄, 여가문화에 집중되어 있었다. 분권유형화 모형에 따라 사업을 분석한 결과 국가사무로의 전환에 유리한 낮은 점수군은 기초연금과 치매치료비관리지원으로 나타났으며, 반대로 지방이양에 유리한 높은 점수군은 노인단체지원으로 분석되었다. 이는 현금급여를 제공하는 사업은 집권에, 그리고 서비스를 제공하는 사업은 분권에 더 적합한 것으로 볼 수 있다. 본 연구는 보조금 사업의 분권화에 대한 분석방법의 틀과 방향을 제시함으로써 연구의 의의를 가진다.
The purpose of the study is to analyze and evaluate the grants-in-aid program related to elderly welfare (GIAEW) using finance decentralization model. Increasing grants-in-aid from the central government can give rise to not only to decrease financial autonomy in social welfare systems, but also to cause financial leakage of local governments. In terms of and fiscal and welfare decentralization. it is important to reorganize the direction of decentralization and administer it within a local government system. Considering this importance, this study suggests the proper direction of welfare decentralization in grants-in-aid program related to elderly welfare as well as analyzes the actual conditions and systems of grants-in-aid system in South Korea. In this research, most GIAEW was accounted for by both central and local governments, and most GIAEW programs consisted of health, caregiving, and leisure activities. In the result of analyzing the model of welfare decentralization, basic pension and cash support for dementia care were low scores, which means it is bertter to convert from the grants-in-aid system to central government's business. In contrast, supporting senior citizen association showed the highest score. This result means that case benefits are associated with centralization, whereas service benefits are associated with decentralization. This study has the research implication suggesting analytic methods and ways to welfare decentralization.
