Territorial Disputes in the East Sea Rim and the US Alliance Strategies: Comparison of Kuril Islands and Dokdo

본 논문은 동아시아 지역/광역 환동해 지역에서 벌어지는 국가 간 영토분쟁과 이들 분쟁에 대한 미국의 입장, 정책, 동맹 관계를 살펴보고, 그것이 어떤 배경 하에서 등장했고, 또 분쟁의 해결에 어떤 영향을 미 치는지 살펴볼 것이다. 환동해 지역에서 일본이 주변국과 벌이는 영토분쟁은 이 지역에 지 속적인 긴장관계를 유지하고 있고, 미국을 중심으로 하는 동맹관계, 즉 한미동맹과 미일동맹은 미국의 전략목표를 추구하는 과정에서 환동해 분쟁에 지속적 영향을 미치고 있다. 특히 냉전 초기에 시작된 러시아와 일본 간의 북방도서 분쟁과는 달리 한국과 일본 간의 독도를 둘러싼 영토적 갈등은 G2 중국의 부상과 이에 대응한 미국의 동아시아 핵심 동맹국들인 한국과 일본이 관계되어 있기에 미국의 동맹정책에 커다란 걸림돌이 되고 있다. 미국의 입장에서 러시아와 일본이 다투고 있는 쿠릴열도 문제와 한 국과 일본이 갈등 중인 독도문제는 전혀 차원이 다른 문제들이다. 쿠릴 열도 분쟁은 미국의 동맹국인 일본과 미국이 견제해야 하는 잠재적 경 쟁국 간의 분쟁인 반면, 독도문제는 중국 및 러시아에 대응한 동아시아 핵심 동맹국 간의 갈등인 것이다. 따라서 러일 영토분쟁에 대한 미국의 정책적 입장은 미일동맹의 강화로 러시아와 일본 간의 관계 개선 또는 강화를 견제하여 지역의 세력균형을 유지하는 것이고, 한일관계에 대한 미국의 정책적 목표는 전통적으로 해온 방식대로 중재도 개입도 하지 않으면서 분쟁을 악화시킬 수 있는 행동을 억제시키는 것이다. 어쨌든 환동해 국가 간 영토분쟁의 해결에는 미국의 역할, 즉 한미동맹과 미일 동맹이 핵심 열쇠이다. 그러나 이런 동맹은 자신의 정책적 목표를 추구 하는 과정에서 오히려 이 지역 분쟁의 해결보다는 미국의 전략적 목표 달성에 더 초점이 맞춰져 있을 수 있다.

This paper will examine the positions, policies and alliances of the United States with respect to the territorial disputes among neighboring countries in the East Sea Rim and examine how the alliances with the United States affect the settlement of disputes. The territorial disputes in the East Sea Rim are creating new tensions in this region. The alliances with the United States seems to affect the settlement of disputes and to play a role in the status quo of the disputes. In particular, territorial conflict over Dokdo between Korea and Japan, in contrast to the conflict over Southern Kuril Islands between the Soviet Union/Russia and Japan have created a crack in the relationship between Korea and Japan, the key allies of the United States in East Asia, which have become a major obstacle to US policy to rebalance the East Aisa. The Southern Kuril Islands dispute and the Dokdo conflict are completely different from the viewpoint of the alliance with US. The former is conflict between an US’s key Ally and an US’s potential competitor, the latter is a conflict between two key allies of the US in East Asia. Therefore, while the US’s policy goals for the dispute between Russia and Japan are to keep the relations between Russia and Japan within bounds and to maintain the regional balance of power by strengthening the US-Japan alliance, the US’s policy goals for the Korea-Japan relationship are to encourage these two allies to resolve the issue peacefully through negotiation, or at least to keep the two from engaging in hostile actions without intervening arbitrarily, as traditionally. Anyway, the role of the alliances with the United States are the key in resolving the disputes in the East Sea Rim. These alliances, however, are more inclined to achieve US strategic goals than the settlement of disputes in pursuit of its own policy goals.
