본 연구는 협력적 로컬 거버넌스 구축을 통한 상시적·예방적 민·군 갈등관리 방안의 구체적인 방법론 탐색을 목적으로 한다. 이를 위한 성공사례로서 공군의 2개 민·관·군 협의체 운영사례 분석을 실시하였다. 선행연구를 통해 도출된 협의체에 대한 분석기준은 1) 환경 측면, 2) 협의체 구성 측면, 3) 협의체 운영 측면의 3가지이다. 분석결과 특히 1) 협의체 외적인 신뢰형성 방안의 모색, 2) 협의체 운영계획부터 절차 등을 주민대표와 협의를 통해 공정하게 결정한 것, 3) 사전 협의방안의 활용, 4) 중립적인 위원장의 선정, 5) 공군본부와 예하부대 간의 긴밀한 협조, 6) 기관장의 관심도, 7) 논의 주제를 군-민 간의 갈등 외에 지역의 대소사로 확대한 것 등이 공통적인 성공요인으로 밝혀졌다. 이러한 분석결과는 군 관련 갈등의 상시적 관리를 위한 로컬 거버넌스 구축 및 운영방안 모색에 크게 기여할 수 있을 것이다.
This study aims to develop specific methodologies to preventive and constant conflict management through building cooperative local governance. For doing so, two cases of civil-local government-military council operated by the ROKAF are analyzed. This study analyzes three aspects: environment, actor, and council operation. The factors that the analysis identified are as follows: 1) efforts to build trust with residents in daily life, 2) joint rule-making, 3) conflict management system in ROKAF, 4) selection of neutral chairperson, 5) informal meeting before formal meeting, 6) broadening the subject of the meeting from civil-military issue to general local issue.
