원명교체기 공민왕대 고려는 원 중심 국제질서에 명 중심 세계의 등장으로 인해 다양한 외교정책을 전개해야만 하던 시기였다. 명의 입장에서 고려는 전통적 중화체제의 조공책봉 관계를 받아들였지만, 원에 대해서도 기존의 조공체제를 유지하는 것은 물론 요동의 원 세력과 밀접한 관계를 유지하는 등 신뢰를 확신할 수 있는 제후국이라고 하기 어려웠다. 고려의 입장에서는 명의 조공제도를 준수하되, 요동을 중심으로 한 국제정세에서 원이라는 기존 국제관계의 대상을 유지시켜 시의 적절하게 활용하여 고려의 실리를 추구하고자 했다. 고려의 입장에서 중국의 전통적인 중화체제에 사대관계로 참여하는 것은, 명 중심의 강력한 차서적 세계질서 안에 편입되어 대외적인 안보와 대내적인 안정을 보장받는다는 현실 정치적 의미와 함께 조공책봉이라는 의례를 중심으로 한 동북아시아 국제질서 공간의 운행에 능동적으로 참여한다는 이념적 의미가 있었다. 공민왕은 이런 시대적 상황의 변화와 국면 전환을 이용하여 다면적인 외교를 전개하였다. 명의 홍무제도 공민왕의 친명 의도에 부합하여 원을 배척할 방안으로 이용하고자 했으며, 그에 따라 양국은 급속도로 중화적 화이관계를 의례적으로 갖추려고 했다. 공민왕대 친명정책을 천명하면서 명나라 중심의 국제 질서가 주로 추진되었지만, 우왕대에 양국은 파멸적인 관계로 발전한다. 요동을 근거지로 했던 북원의 주요 세력인 나하추의 귀부 이후 홍무제는 고려를 보다 압박하여 요동과 여진족에 대한 영향력을 확대하고자 했다. 이때 양국의 갈등 요소로 전면적으로 나타난 것이 철령위 설치였다. 이는 고려의 반발을 초래하였으며, 고려의 요동 정벌로 이어졌다. 요동정벌에서 회군한 이성계는 고려의 권력을 장악하고 친명정책을 표방했지만, 홍무제의 요동정책과 충돌하는 외교사건이 연이어 발생하며 긴장과 충돌의 관계가 형성되었다. 요동을 둘러싼 양국의 긴장 및 갈등 관계는 조선왕조 초기 요동정벌이 재차 거론되는 배경이 되었다.
The change of the international situation of Yuan Ming period was an external factor that Goryeo recognized the reality and chose the foreign order centered on the Ming. The fact that Goryeo was incorporated into the international order led by the Ming Dynasty was a weak and small nation, a strategic choice to avoid the attacks and threats of the Great Powers and to maintain the Kingdom's right and Domestic power. From the perspective of Kingdom of the Goryeo, the concept of Chinese thought and the policy of mutual respect were differently recognized and utilized, unlike the restoration of the Chinese order system, which was considered by Ming. In the King Gongmin’s period, there’s introduced various foreign policies through the emergence of central foreign order as a new proposal in the mainland-international order. From the standpoint of the Ming Dynasty, Goryeo, despite observing the tribute system, adhered to the tranquility system against the original nation at all times and maintained a close relationship with the original forces of Liaodong peninsula. However, in the case of Goryeo, it was possible to pursue the real benefit of Goryeo by appropriately utilizing it in a timely manner by maintaining the object of the international relationship of the country in the international situation centered on the Liaodong region, while observing the tribute system. In addition, in the late Goryeo period and early Joseon period, the gradual introduction of the Chinese order in relation to the Chosun dynasty, in particular, was incorporated into the powerful order of the world order in the center of the Ming Dynasty, thereby realizing international security and national stability. There is an ideological meaning to actively participate in the operation of the international order space centering on the ceremony of the Chinese nationality with the meaning.
