본고는 중국기후변화 외교의 변동과정과 이를 촉진한 요인들의 분석을 목적으로 한다. 중국의 기후변화 외교정책은 부정과 무시로 일관하던 초기단계와 G77를 중심으로 개도국 이익만을 대변하던 시기를 지나, 기후변화 관련 다자조약이 부과하는 의무에 전향적인 ‘의무 분담자’로 자기 역할을 재정의 하는 데에 이르렀다. 이러한 중국 기후변화 외교의 전환은 UNFCC, 교토의정서, 파리협약에 이르는 기후변화 관련 국제조약 진화과정에 결정적 변수로 작용하였다는 점과 미 트럼프 행정부의 파리협약 탈퇴선언에 따른 최근의 리더십 공백을 고려할 때 상당한 의의를 지닌다. 본고는 중국 기후변화외교 노선의 변동양상을 기후변화 관련 주요 국제조약의 발전시기에 맞추어 통시적으로 분석하고, 이러한 변동에 미친 요인을 규명하는 것을 목적으로 삼는다. 이를 위해 주요 국제정치이론의 분석틀에 맞추어 ‘제도적 권력 행사,’ ‘경제적 이익관계,’ ‘규범 주창자의 역할과 정체성의 변화’라는 각 이론 핵심변수를 중심으로 이러한 변동양상을 분석한다. 중국은 기후변화 협상에서는 점진적 변화만을 보였으나 기후변화대응 관련 국내적 정책대응은 보다 진일보한 양상을 보이고 있는바, 이는 대외적으로 기후변화조약의 주창자들의 압력이 비일관적일 뿐 아니라 중국의 자기역할 재정의에 따라 제도적 저항의 여지는 커진 반면, 기술혁신 등에 따른 대내적 이해관계의 재정의는 훨씬 급속하게 진행된 데 따른 것으로 풀이할 수 있다. 이러한 분석결과는 중국의 공세적 외교가 자유주의 국제질서에 위협을 가져올 수 있다는 구조주의 국제정치이론의 예측 및 우려를 불식시키는 것이다.
This paper examines some factors that have driven the transformation of China’s Climate Change Diplomacy. In the early period of diplomatic forums for climate change, China had shown weak interest in environmental issues and merely rebuked advanced countries for the climate change. In the later period, China strongly represented developing countries by leading negotiating groups such as G-77, LMDC, and BASIC. In the recent Conference of Parties(COPs), however, China tends to be more flexible on key issues and more eager to embrace responsibilities. China’s transformation of diplomatic stance has substantially contributed to the evolution of monumental treaties on the climate change from the UNFCC to the Paris Agreement. Driven by main IR theories, this paper illuminates the salience of three explanatory variables: institutional power, interest, and diffusion environmental norms. A theory-driven comprehensive explanation, in a nutshell, suggests that China transformed its climate change diplomacy to enhance its institutional power, to boost its renewable energy sector, and by the result of environmental norm-diffusion. Three factors, considered together, the paper concludes that China will continue to embrace a leading role and responsibilities in upcoming climate change negotiations.
