Young Seek Choue, a life-long peace visionary and an activist, argued for a peaceful world community under the strengthened leadership of the United Nations in the latter period of the 20th century. He put forward his vision of a 'Pax UN' for the global community through the International Association of University Presidents (IAUP), a gathering of leading intellectuals from around the world. Young Seek Choue, as the previous president of the IAUP, ultimately succeeded in designating the International Day of Peace through a UN General Assembly resolution. As the United Nations continues to experience ups and downs in maintaining world peace in the contemporary world, it is worthwhile to revisit Young Seek Choue's vision for world peace under what he termed 'Pax UN.' This paper explores the background of his vision for a 'Pax UN' and delves into the main approaches to building a strengthened United Nations. In this way, this article will introduce and evaluate his insights of world peace. In conclusion, this article emphasizes that it is high time to revisit Choue’s vision of Pax UN for a peaceful global community.
한 평생 평화비전가였고 평화활동가였던 조영식은 20세기 후반에 유엔의 강화된 지도력, 즉 ‘Pax UN’ 하에 평화로운 세계공동체 실현의 필요성을 주장했다. 그는 세계공동체를 위한 이러한 비전을 인류의 대표적 지성인 단체라고 할 수 있는 세계대학총장회에서 제시하고 추진하였다. 당시 세계대학총장회의 회장이었던 조영식은 유엔 총회를 통해 결의 채택 형식으로 세계평화의 날과 세계평화의 해를 지정할 수 있었다. 이러한 의미에서 오늘날 세계평화를 위한 유엔의 역할은 그 성공과 실패를 경험하고 있는 상황에서 조영식이 ‘팩스 유엔’이라는 이름하에 논의하였던 보다 강한 유엔을 통한 세계평화의 비전을 재검토, 천착하는 것이 필요하다. 따라서 이 논문은 그의 ‘팩스 유엔’ 비전의 배경을 조영식 개인적 성장과정 그리고 국제정치적 맥락에서 살펴보고 강화된 유엔을 위한 그의 구체적인 구상과 제안들에 대하여 분석하였다. 그렇게 함으로써 세계평화를 위한 조영식의 통찰력이 오늘날 인류에게 주는 의미를 논의한 것이다. 결론적으로, 이 논문은 오늘날 좀 더 평화로운 세계공동체를 위해서 조영식이 제창했던 강화된 유엔 중심 평화론, 즉 ‘Pax UN’을 다시 검토하여 시사점을 도출할 필요가 있음을 주장한다.
