본 논문은 사회복지 NCS에 관한 현장 사회복지사의 중요도와 숙달도 인식을 분석하고 NCS의 직무수준과 비교 분석하여 함의를 도출함으로써, 실무중심의 사회복지사의 직무능력 향상을 위한 대학 교육과정 및 NCS 개발과정의 개선방향을 제시하고자 하였다. 그를 위해 대구광역시의 26개 지역사회복지지관의 사회복지사를 대상으로 연구하였고, 그 결과는 다음과 같다. 첫째, 개발당시 사회복지 NCS가 목표로 했던 일(현장)-교육(훈련)-자격 제도의 연계가 되지 못해 사회복지 실천현장 및 교육현장으로부터 NCS는 관심을 받지 못하고 있다. 둘째, 선진국은 사회복지사의 실무역량강화를 위해 대학 중심으로 교육과정을 개선하고 있는데 반하여 우리나라는 대학의 교육과정과는 별도로 정부 주도의 NCS로 접근되고 있다. 셋째, 사회복지사는 타 산업 부문의 기능사와는 달리 복합적 직무수행이 필요한데, 그에 대한 검토와 논의가 불충분한 채 기능사와 동일한 수준에서 NCS가 개발되었다. 넷째, 현장의 사회복지사는 자신의 직무 중요성은 높게 평가하는 데 비해 자신의 숙달도는 상대적으로 낮게 평가하고 있다. 다섯째, 현장의 사회복지사는 특히 사회복지개발, 사회복지상담, 사회복지사례관리 등의 직무에 있어 그 중요도에 비해 숙달도가 부족하다고 인식하고 있다. 여섯째, 분야별 직무능력 숙달도는 NCS 개발자의 요구수준과 현장 사회복지사의 보유수준 간에 분명한 차이가 있었다. 일곱째, NCS 개발자의 요구수준보다 현장 사회복지사의 보유수준이 높은 숙달도는 사회복지상담과 프로그램운영 영역이었고, 사회복지개발과 사례관리는 현장 사회복지사의 숙달도 보유수준이 낮은 것으로 조사되었다.
The purpose of this study is to improve the university curriculum and NCS development process by analyzing the perception of the social workers about the importance and the proficiency of NCS. The results of study conducted on social workers of 26 Community Welfare Centers in Daegu Metropolitan City are as follows: First, NCS is not receiving attention from social workers as it is not linked to the Practice-Education-Qualification system, which was the target of the NCS development. Second, while developed countries are improving university -oriented education courses to enhance the practical capabilities of social workers, Korea has a government-driven NCS approach separately from the university curriculum. Third, the NCS was developed with insufficient consideration and discussion about specialities of social work. Fourth, While social workers appreciate the importance of their jobs, they estimate their proficiency to be relatively low. Fifth, social workers perceive that they lack maturity in relation to the importance of Community Development, Counseling, and Case Management. Sixth, there is a clear difference between the level of demand by NCS developers and the level of retention by social workers. Seventh, social workers’s proficiency in Counseling and Program Management is higher than required by NCS developers while lower in Community Development and Case Management.
