본 논문은 우리나라 최초의 주민 중심 자율통합으로 평가받고 있는 청주･청원의 통합과정을 집합행동프레임 개념을 차용한 수정된 옹호연합모형을 통해 분석함으로써 정책갈등과정을 입체적으로 이해하고 설명하는데 기여하고자 하였다. 이를 통해 일반적인 행정구역 통합운동과정에서 나타나는 행위자 중심의 상호작용 및 정책 산출의 변동과정에 대한 인과론적 설명력을 배가시켜 옹호연합모형의 재조명과 함께 이론적 측면에서의 외연을 확장시킬 수 있었다. 또한 분석 결과 실천적 측면에서도 다음의 사실들을 확인할 수 있었다. 첫째, 통합추진연합이 제기한 공정한 과정프레임이 실현되지 못할 경우 다른 프레이밍 효과가 반감되어 프레임 공명에 전혀 도움이 되지 못한다. 둘째, 관 주도가 아닌 주민 주도의 통합운동이 전제가 되어야 하며, 특히 시･군통합에서는 광역단체장의 리더십 자원의 활용 여부가 매우 중요하다. 셋째, 아무리 효과적인 프레이밍 전략을 활용하고 공식적 행위자들의 가용 자원이 풍부하더라도 통합 반대집단의 기득권층에 대한 재프레임이 이루어지지 않는다면 통합이 성취되기는 어렵다. 넷째, 시내버스 요금 단일화로 통합의 효과를 직접 체험할 수 있게 하는 행위전략과 함께 ‘맏형’ 은유를 비롯한 상황, 정체성, 이슈프레이밍 전략의 입체적 사용은 지역주민의 통합에 대한 공감대 형성에 매우 긍정적인 효과를 미친다.
This study is conducted for contributing to understand the policy conflict process from all angles by analyzing the unification of cheongju and cheongwon which is assessed the first citizen centered autonomous integration in korea through revised advocacy coalition framework borrowing the concept of collective action frame. Through this I reinvent advocacy coalition framework and distend the extension in theoretical aspects by redoubling the casual explanation to the actor centered interaction and policy change process which appear in unification process. Also Analysis result showed the following facts. First, If fair process frame raised by integration promoting union is not realized, it is not a help to frame resonance as the other framing effect is halved. Second, It is required for citizen initiative integration movement, not government initiative. Especially A use for the Head of Metropolitan Province's leadership resource is very important. Third, achievement of integration is difficult, if reframing about the establishment to the objection group of integration is not conducted. Even if they use effective framing strategy and official actor’s available resources is plentiful. Fourth, multifaceted using of situation, identity, issue framing strategy including action strategy which let citizen experience the effect of integration by intra-city bus fare unification and 'the eldest brother' metaphor have a positive effect on forming a citizen’s consensus to integration.
