우리 군은 1970년대 초부터 국방획득체계를 구축하고 많은 개선을 해왔으나, 여전히 비효율적이며 특히 국방부의 역할이 많이 미흡하다. 이에 기존 연구 자료와 실무경험을 토대로 국방획득 의사결정체계를 전체적으로 살펴보고 국방부의 역할과 중기계획의 실효성 및 소요와 획득의 연계성 강화 방안을 검토하여 국방부의 정책기능 강화, 국방부 주관 의사결정제도 도입, 중기소요와 중기계획 통합, 중기계획과 예산요구안 작성시기 통합, 예산구조 재조정 등의 방안을 제시하였다.
The ROK military has made many improvements in defense acquisition system since its establishment in the early 1970s. However it is said that the system is not working effectively. Particularly, it is thought that insufficient role of the Ministry of National Defense(MND) one of the causes. This paper reviewed the overall defense acquisition decision making system, and then proposed ways to strengthening the role of the MND, enhancing the effectiveness of mid-term defense program and connecting requirement and acquisition. Based on the findings, this paper suggested solutions for strengthening the policy functions of the MND, establishing a decision-making committee under the direction of the MND, integrating mid-term defense programs and budgeting, and reorganizing the budget structure.
