1925년 치안유지법 발효를 전후하여 조선의 공론장에서 사회주의 담론은 급속히 움츠러들었다. 조선 대중에게 소구할만한 여론매체가 부재하던 상황에서 관제 잡지 『신민』은 사회주의 담론을 적극적으로 지면화하는 한편, 일방적인 ‘통제’ 대신 전략적인 ‘관리’의 논법을 통해 식민지 여론을 효과적으로 점유하고자 했다. 『신민』은 반사회주의를 표면화하지 않았다. ‘의도된 중립성’의 포즈로써 제국의 이해가 투영된 특정 사회주의 토픽을 선택/배제했으며, 사회주의 현상의 ‘모순’에 주목한 논리적 분석을 경유해 비판의 ‘정론’을 추구했다. 제국의 의도와 조선인의 관심을 조율하는 접근법을 통해 『신민』은 지속적으로 러시아 현실사회주의와 볼세비키 정부를 견제하고 그 한계와 불완전성을 독자들에게 설득해 나갔다. 또한 러시아-중국-조선의 정치적 역학관계에 따라 글의 논점을 조정하고 대응전략을 달리함으로써, 최종적으로 조선 대중들에게 사회주의에 대한 우호적 관심과 사상적 동일시를 차단시키고자 했다. 『신민』은 조선의 현실을 배려하는 동시에 제국의 의도 속에 그것을 전유하는 이원적 시선, 복수의 전략으로써 식민지의 여론을 구성하고 관제적 여론매체로서의 복합적 임무를 수행했다.
Around the enforcement of ‘Public Peace Maintenance Law’ in 1925, the socialism discourse rapidly shrunk in the Chosun public sphere. Under the ideological control and publication censorship of Japanese Imperialism, and then the closure of 『Gaebeok』, there is no public media to appeal to the Korean people. In this situation, government-manufactured media 『Shinmin』 laid actively the socialism discourse. Instead of one-sided ‘control’, strategic logics of ‘management’ sought to effectively occupy empire planning in colonial public opinion. 『Shinmin』 didn't come up to the surface anti-socialism. Through the ‘Pose of Intentional Neutrality’ 『Shinmin』 selected/excluded the certain socialism topics in which empire's understanding was projected, and then it pursued the critique of ‘reasonable argument’ with the logical analysis focused on the ‘contradiction’ of the socialism phenomenon. Through the approach of coordinating the interests of the empire Japan and the Korean people, 『Shinmin』 continuously prevented Russian real socialism and the Bolshevik government and persuaded the limitations and incompleteness of them. Also, 『Shinmin』 coordinated issues and differentiated response strategies depending on the political Dynamics of Russia-China- Korea. Finally it wanted to block the interest and sympathetic identification toward socialism, that the Korean public had about it. 『Shinmin』 considered the reality of Joseon, at the same time, appropriated the reality of Joseon into the intention of the empire. With dual vision and multiple strategies, 『Shinmin』 constituted colonial public opinion and performed a complex task as public opinion media of government.
