우리나라 중소기업 수출지원정책은 성격별로 분류해본 결과 크게 판로개척사업, 연구개발, 금융지원, 교육 및 자문으로 구분할 수 있다. 지원 정책의 상당수가 판로개척사업에 집중되어 있으며, 시장개척단 파견, 해외정보제공, 역량강화 등의 다양한 방식으로 제공되고있는 것이 특징이다. 기존의 중소기업 수출지원정책에서 중소기업의 역량뿐만 아니라 해당 산업의 시장 매력도 등에 대한 분석을 통해 중소기업 기술 수준과 역량-산업 매력도를 기준으로 한 유형별중소기업 지원 정책이 필요하며, 중복 지원사업의 조정을 통하여 중앙정부기관과 지방자치단체간의 지원사업의 연계성이 가능하도록 기능 조정이 필요한 시점이다. 본 논문은 수출활성화뿐만 아니라 다양화되고 있는 중소기업의 해외 진출 유형을 고려한지원사업 체계 개편을 통해 패키지 형태의 지원사업을 구축함으로써 중소기업이 필요한 지원사업을 확인하고, 이를 활용할 수 있도록 효율화 방안을 모색하는데 그 목적이 있다.


Purpose : This paper not only seeks to invigorate export but also seeks to reform support projects of small and medium sized business by taking into consideration the type of foreign export of each business, thereby providing necessary support projects by constructing package form support projects, that can be utilized efficiently. Research design, data, methodology : Export promotion policies have been expanded by the government in the United States in order to help export activities of domestic small and medium sized businesses. In Japan, The Small and Medium Enterprise Agency has collaborated with the Japan External Trade Organization (JETRO), Small and Medium Enterprises Support (SMRJ), Nippon Export and Investment Insurance (NEXI), and other relevant government agencies to set up a systematic support system. Results : Korean export support policies of small and medium sized businesses can be largely categorized as pioneering of new markets, research and development, financial support, and education and consultation. A considerable portion of support policies are concentrated in the area of pioneering of new markets and are provided by various means such as dispatch of market development teams, providing information from overseas, and strengthening the ability of businesses. Conclusions : The current export support policies, support policies suitable for each type of small and medium business based on the level of technology and competence, as well as the industry appeal, through the analysis of the competence of the business and the market appeal of the relevant industry is necessary. At this point, it is necessary to adjust overlapping support projects of the central government and the local government to allow for coordination between the two groups.
