문재인 정부는 ‘동북아다자안보협력’을 외교안보 분야 목표중 하나로 제시하였다. 이와 관련, 본고는 그간 동북아다자안보협력 모델로서 종종 언급되어온 유럽안보협력기구(OSCE)에 주목, OSCE가 어떠한 의사결정 메커니즘과 조직을 통해 역내 안보사안에 대응하고 있는지 살펴보았다. 검토 결과 회원국이 참여하는 정기 회의체와 각종 조직이 상설 다자안보협력기구로서의 OSCE 협의 메커니즘 근간을 형성하고 있음을 알 수 있었다. 회원국들은 상설이사회 및 안보협력포럼과 같은 회의체를 통해 주간단위로 안보현안을 협의하고 관련 결정을 내리고 있다. 또한 의장단․사무국 등 상설 조직, 우크라이나 사태 대응을 위해 구성된 특별감시단 등 현장 조직 및 민스크협정 실무그룹 등과 같은 협의체들도 상설 다자안보기구로서 OSCE의 기능과 역량을 보장해주는 기제로 작동하고 있다. 동북아다자안보협력 시발 및 성숙화라는 측면에서, OSCE의 협의 메커니즘은, 상설이사회, 안보협력포럼과 같은 짧은 간격에서 반복적으로 개최되는 협의체 형성 및 논의가 누적적으로 이루어질 수 있는 주제 발굴이 필요하다는 함의를 제공한다.
The Moon Jae-in government has mentioned establishing a multilateral security cooperation system in Northeast Asia as one of its foreign policy goals since its inauguration. In this context, this article pays attention to the Organization of Security and Cooperation in Europe (OSCE) which often has been referred as a model for the multilateral security cooperation in Northeast Asia. This article focuses on reviewing and anlyzing the consultation mechanism of the OSCE which handles the security issues related to the organization. The review demonstrates that the OSCE’s consultation mechanism is mainly composed of regular meetings, permanent and temporary institutions. Regular meetings such as Permanent Council and Forum for Security Cooperation held on a weekly basis offer opportunities for regular consultations and information exchanges among member states. n addition, permanent and temporary institutions including Chairman-in-Office, the secretariat, Special Monitoring Mission and Working Group for Minsk Agreement also serve as a mechanism to ensure the OSCE’s operations and capabilities. This article concludes with the implications that the OSCE’s consultation mechanism can offer to a future multilateral security cooperation system in Northeast Asia. In order to initiate and mature multilateral cooperation in the region, it is needed to establish a frequent and repetitive consultation body as well as to explore common themes that can lead to accumulative discussions.
