본 연구의 목적은 중국 노인부양의 사회화의 첫 걸음인 현재 중국에서 시범적으로 시행되고 있는 청도시(青岛市) 모델을 토대로 중국 장기요양보험 제도를 분석하는 것이다. 이를 위하여 본 연구는 청도시 모델의 장기요양보험 제도에서 예상되는 문제점들을 분석하고, 장기요양보험 제도가 중국에서 정착될 수 있을지에 관한 시사점을 중점적으로 논하였다. 청도시 모델의 장기요양보험 제도의 분석은Gilbert와 Terrell(2013)의 사회복지 정책분석 틀을 활용하여 분석하였다. 이러한 연구 결과를 바탕으로 본 연구는 중국의 장기요양보험 체제 구축과 관련한 문제점을 정확하게 인식하고 대응할 수 있도록 하는 정책적인 노력의 필요성을 제안하였다.
The purpose of this paper is to analyze the problems of the long-term care insurance system in Qingdao, and provide solutions for them, so as to provide policy advice for promoting the socialization of Chinese old-age care and introducing the long-term care insurance system successfully in China. The study used Gilbert and Terrell’s social welfare policy analysis framework to analyze the Qingdao long-term care insurance system. Basing on the results of this study, to suggest the necessity of policy efforts to accurately recognize and respond to the problems related to the Qingdao long-term care insurance system in China.
