전쟁과 여성 인권의 문제가 현재 한국 사회와 밀접한 관련을 갖는 이유는 첫째, 한국은 정전협정 이후 잠재적 분쟁 지역이라는 점, 둘째, 일제 치하에서 일본군 위안부라는 여성을 대상으로 이루어진 끔찍한 인권 침해를 경험했다는 점, 셋째, 현재 북한이탈여성들이 북한 내외에서 심각한 인권 침해를 겪고 있다는 점이다. 여성, 안보, 평화는 평화통일이라는 민족의 과제를 안고 있는 한반도의 주요한 관심사일 뿐만 아니라 국제평화의 실현과도 관련된다. 이러한 점에서 무력 분쟁에서 여성과 여아에 대한 성폭력 및 인권 유린이 국제평화 실현에 방해가 된다는 맥락에서 접근하는 유엔 안전보장이사회의 1325 결의안 내용은 우리의 통일교육 현장에 갖는 의미가 깊다. 여성, 평화 및 안보에 대한 유엔 안보리 1325 의제는 강간 및 기타 형태의 성폭력에 대해 구체적이고 광범위하며 체계적으로 범죄를 정의하고 있다. 결의안 1325를 통해 북한이탈여성 인권 문제를 살펴봄으로써 초등학생들이 북한이탈주민을 이해하고 성인지 및 인권의식의 차이를 확인하여 인권감수성, 통일감수성, 통일의지를 고양하게 하는데 일조할 수 있다. 초등학교 통일교육에서 유엔 안보리 결의 1325를 기반으로 북한이탈여성의 인권을 소재로 접근할 때 갖는 의의는 북한이해교육의 통일교육 측면에서 북한 인권 상황에 접근하며, 이것이 지닌 통일의 필요성 의미를 깨닫게 한다는 점, 북한이탈여성의 인권 문제는 인도주의적 차원에서의 통일과 평화통일 및 민주통일을 지향한다는 점, 인권은 인간의 고유의 권리이기에 ‘정의’의 핵심 가치와 직결 된다는 점 등이다.
The reasons why the problems of war and women's rights are closely related to the present Korean society are as follows: First, Korea has been a potential conflict area since the armistice agreement. In this regard, the contents of the resolution of the United Nations Security Council, which approach sexual violence and human rights violations against women and girls in the armed conflict in the context of obstructing the realization of international peace, are meaningful in the field of unification education. The UN Security Council 1325 agenda on women, peace and security defines crimes of rape and other forms of sexual violence specifically, broadly and systematically. Through the resolution 1325, it is possible to help elementary school students understand the defectors and identify differences in gender and human rights consciousness by examining the issue of human rights of north korean women defectors, thereby helping to raise human rights susceptibility, unification sensitivity and unification will. The implications of approaching the human rights of North Korean women, based on the UN Security Council resolution 1325 in elementary school unification education, are as follows. It approaches the situation of human rights in North Korea in terms of the unification education of the understanding education of North Korea and makes it realize the meaning of necessity of unification with it. Human rights issues for North Korean women are aimed at unification, peaceful unification and democratic reunification on a humanitarian level. Because human rights are natural rights, they are directly linked to core values of 'justice'.
