2008년 5월부터 시행되고 있는 후루사토납세는 납세자가 세수이전의 주체라는 점에서 독특하며, 기부액 「전액」을 공제받는다는 점에서 이례적인 기부금공제제도이다. 이 글은 지방재정시스템의 맥락에서 후루사토납세제도를 분석하고, 기부의 이전방향을 확인해 그 이유를 밝히는 것을 목적으로 했다. 후루사토납세제도는 소득세, 주민세, 지방교부세, 기부세제와 서로 연계되어 운영되고 있다. 그간의 제도개정, 인지도 향상 등으로 기부자와 기부금액이 급증했으나, 규모면에서 아직 미미한 수준에 머물러 있어 세수격차 시정수단으로 평가하기는 곤란하다. 도입배경을 염두에 두면, 기부는 지방･고향으로 향해야 하나 제도는 이전방향에 중립적으로 설계되었다. 조사결과, 기부는 정령지정도시를 비롯한 대도시권 지방자치단체에서 집중적으로 이루어지고 있는 반면, 기부금의 대부분은 소수의 농어촌 단체로 유입되고 있음이 밝혀졌다. 즉, 대도시가 이전의 기점이고, 종점은 노력하는 소수의 농어촌 지자체이다. 또한 답례품이 기점과 종점을 연결시켜 주는 매개체의 역할을 하고 있다. 후루사토납세제도가 지방재정학에 주는 시사점은 정부가 아닌 납세자의 선택을 통한 세수이전의 가능성을 시험하고 있다는 점이다. 우리에게 주는 시사점은 납세제도는 대도시의 이해와 협조 속에서 운영되며, 과도한 답례품경쟁은 해롭다는 것이다. 지방자치단체가 당면한 과제에 어떻게 대처해 제도를 정착시켜 나갈지, 또한 납세자가 지역선택권을 행사하는 기준이 어떻게 진화해 갈지는 우리들의 관심사이다.
Furusato taxation system is a unique system in that it is a means of horizontal transfer of tax revenue through tax deduction. Unlike the introduction background, the direction of donations was designed to be neutral. The purpose of this study was to identify the origins and the end points of donations. The results of the study are summarized as follows. Donations have surged, but they are only marginal compared to local income tax revenue. An analysis of 1,741 municipalities found no significant relationship between donations and financial capacity. This is because taxpayers living in metropolitan areas donate, and a small group of farming and fishing authorities are benefiting from the device. The implication for local finance is that it tests the possibility of horizontal financial transfers through tax deduction system. The implication for us is that return goods plays a major role in the operation of the system. Because it is that returning goods are a means of attracting donations, deciding the direction of donations and helping to revitalize municipalities. For the stability of the system, cooperation and understanding of the big cities are needed, and the harmful competition among local governments should be relaxed. It is our concern how municipalities will respond to these challenges.
