Reexamination of the History of Euiseong-bu(義城府) and Boseong-bu(甫城府), at the end of the Unified Shilla period and Early years of Goryeo

이 연구는 義城府･甫城府를 중심으로 신라말 고려초 府의 설치 주체와 연혁, 운영 방식 등에 대해 새롭게 정리한 것이다. 洪述의 근거지인 眞寶城은 眞寶縣이 아니라 의성부 관내의 城이다. 金仁匡과 蘇律熙 등이進禮城의 군사권을 바탕으로 金海府의 행정까지 담당한 것처럼, 홍술 또한 진보성을 근거지로 의성부 운영을 담당하였다. 眞安縣과 합쳐 甫城府를 구성하는 진보현은 교통로 운영을 위해 溟州 지역에 들어가 있으면서도 尙州 소속의 聞韶郡 관할이 되었다. 雲峰縣과 茂豊縣에서 같은 원리를 찾을 수 있다. 보성부는 동해안을 거쳐 신라 왕경으로 가는 경로를 담당했으나 고려에서는 이 기능이 해소되면서 다시 두 군현으로 분리되었다.

Examined in this study is how the Bu(府) units were installed and operated (as well as done so exactly by whom) at the end of the Unified Shilla period and the early years of Goryeo, with a focus set upon the Euiseong-bu(義城府) and Boseong-bu(甫城府) areas. The Jinbo-seong(眞寶城) fortress, which was the base of activities for Hong Sul(洪述), was not the same entity with the Jinbo-hyeon(眞寶縣) area. It was rather a fortress within the Euiseong-bu area. Just like Kim In-gwang(金仁匡) and So Yul-hi(蘇律熙) administratively governed the Gimhae-bu(金海府) area while in charge of military operations of the Jin’rye-seong(進禮城) fortress, Hong Sul too was in charge of governing Euiseong-bu, with the Jinbo-seong fortress as his base of his operations. Jinbo-hyeon, which constituted the Boseong-bu unit along with Jinan-hyeon(眞安縣), was inside the Myeong-ju(溟州) region to oversee roadways, but in administrative terms under the jurisdiction of Munso-gun(聞韶郡) of the Sang-ju(尙州) region. It was the same case with those of Unbong-hyeon(雲峰縣) and Mupung-hyeon(茂豊縣). Boseong-bu had been in charge of the roadway that went along the Eastern coastline of the Korean peninsula to reach the Shilla capital, but in the Goryeo period it was no longer tasked with such role and the region was eventually split into two local units.
