A stable and resilient energy sector has become a vital prerequisite to sustain economic development in the modern world. This connection has been seen most acutely in China through its sustained high levels of economic growth and rapid increases in energy demand that both have coincided in recent years. Despite its clear importance to national policy, achieving secure access energy recourses is becoming increasingly challenging for all states in a context of finite supplies and international political conflict. This paper explores the current major threats to global energy security and examines the specific vulnerabilities faced by China and how it is reacting to them.
현대 사회에서 안정적이고 탄력적인 에너지 공급은 지속가능한 경제발전을 위한 가장 중요한 전제 조건이 되었다. 이 연관성은 특히 중국의 사례에서 극명하게 가장 잘 관찰되는데, 최근 몇 년간 동시에 일어나고 있는 중국의 꾸준히 높은 경제 성장률과 빠르게 증가하는 에너지 수요가 이를 보여준다. 중국이 국가 정책의 가장 우선순위에 경제발전을 상정하고 있지만, 한정된 자원의 수급과 국제 분쟁의 맥락에서 에너지 자원의 안정된 수급권 확보는 모든 국가가 직면한 가장 중요한 문제로 부상하고 있다. 본 논문은 최근 국제 에너지 안보를 위협하는 주요 요인들을 분석하고, 중국이 어떤 구체적인 취약점에 직면했으며, 그에 어떠한 대응을 하고 있는지를 고찰하려 한다.
