The objective of this study is to conduct a quantitative assessment of the likely economic effects of Brexit on the UK and EU27 as well as non-EU members using a multi-region, multi-sector CGE model to show its implications for the global economy. The simulation results reveal that Brexit is predicted to lead to lower economic growth of the UK and EU27 member countries with a lower level of welfare, which is caused mainly by the trade diverting effects occurring between both the UK and EU27 and non-EU members, while non-EU members are to gain a slight increase in real GDP and welfare. The total exports of the UK and EU27 are predicted to drop. The total imports of the UK and EU27 are to decrease more than the total exports of UK and EU27 are. The UK and EU27 are predicted to run trade surplus, which will be worsened by their deteriorated terms of trade. Brexit is expected to bring the so-called “trade surplus in economic recession” to the UK and EU27. To sum, as the world trade and output are predicted to drop, Brexit will be detrimental to the global economy. The potential economic effects of Brexit will depend on the results of negotiations on Brexit regarding trade relations, foreign direct investment, migration, and so on, which will start early 2018.
본 연구에서는 연산가능일반균형(CGE)모형을 이용하여 영국이 EU에서 탈퇴하는 경우, 영국 경제와 EU27개국 경제는 물론 비EU 회원국 경제에 미치는 영향을 분석함으로써 전세계 경제에 어떠한 영향을 주게 될 것인가를 정량적으로 분석하였다. 그 결과를 보면 Brexit로 인해 영국과 EU27은 모두 경제성장이 둔화되고 후생수준이 감소할것으로 전망되었다. 이는 영국과 EU27간 Brexit 이전에 이루어지고 있던 교역에 무역전환효과가 발생하여 영국과 EU27간 총교역이 감소하기 때문으로 분석되었다. 또한 영국과 EU27의 총수출과 총수입이 모두 감소하는데 총수입 감소가 총수출 감소를 초과하여 무역수지 흑자가 나타날 것으로 전망되면서, 영국과 EU27은 경기후퇴 국면에서 발생하는 무역수지 흑자를 경험할 것으로 전망된다. 일반적으로 무역수지 흑자는 경제에 유익할 것으로 여겨지지만 Brexit으로 인해 영국과 EU27이 격을 것으로 예상되는 무역수지 흑자는 결코 도움이 되지 않을 것이다. 수출재 생산에 필요한 저가의 수입이 크게 줄어들게 되면서 수출이 줄고, 수출이 줄어들면서 생산이 줄고 소득이 줄어 경제 성장이 둔화될 것으로 기대되기 때문이다. 한편 영국과 EU27개국을 제외한 제3국은 Brexit에 대한 반사이익으로 미미한 수준의 경제성장을 구가하면서 후생수준이 증가할 것으로 전망되었다. 이는 영국과 EU27에 무역전환효과가 나타나면서 제3국들이 Brexit 이전에 비해 보다 많은 상품을 수출하게 되고, 또한 수출품 생산에 필요한 중간재 등의 상품을 보다 많이 수입하여 생산을 늘리면서 나타나는 긍정적인 효과라고 할 수 있다. 그러나 전세계 경제 차원에서 보면, Brexit으로 인해 세계교역과 생산이 감소할 것으로전망되어 Brexit는 세계경제에 부정적인 영향을 미치게 될 것으로 전망된다.
