이 연구는 우리나라에 적합한 한국형 일학습병행제를 산업 현장에 조기 도입 및 정착시키고자 NCS 기반의 기업맞춤형 일학습병행제 교육훈련 프로그램(직업훈련과정) 개발에 관한 것이다. 연구 방법으로는 국내·외 문헌 고찰, 교육훈련 전문가, 한국산업인력공단(이하, 공단) 워킹그룹, 교육훈련 검토·자문위원들의 합의 내용을 바탕으로 수행, 개발하였다. 주요 연구 개발 결과를 제시하면 다음과 같다. 첫째, 반도체제조_L3 인재양성유형을 설정하기 위해 공단의 DB 자료를 토대로 참가 기업이 원하는 인재양성유형을 반영, 설정하였다. 또한 초기 설정한 인재양성유형을 개발 위원과 워킹그룹을 대상으로 3회 이상 검토, 수정, 보완 단계를 거쳐 최종 합의, 설정하였고 둘째, 한국반도체산업협의회 DB 자료의 10개 능력단위 중 참여 기업체에서 실제 수행하기 어려운 1개의 능력단위를 배제하여 총 9개(필수: 6, 선택: 3)를 도출, 선정하였다. 셋째, 선정한 능력단위(9), 공통교과목(1), 직업기초능력(3)에 대한 K-S-A를 각각 선정, 작성하였고 넷째, Off-JT(120h), OJT(480h) 이수시간 구성 비율을 토대로 총 600(h) 이수시간에 해당하는 능력단위별 교과목을 도출하였다. 다섯째, 도출 교과목에 근거하여 교과목별 프로파일을 작성하였고, 이러한 작성 과정에서 일학습병행 개발 매뉴얼에 따라 개발전문가를 대상으로 사전 작업(prototype)을 통해 개발 내용의 적절성 등을 검토, 확인 받았다. 여섯째, 교과목 프로파일을 토대로 교육훈련 프로그램의 운영 로드맵, 운영 모형을 교과목별로 작성, 개발하였으며 일곱째, 교육훈련 운영 모형을 바탕으로 기업맞춤형 일학습병행제 교육훈련 프로그램의 Off-JT 및 OJT 월별 운영 일정표를 계획, 수립하였다. 여덟째, Off-JT 및 OJT 월별 운영 일정표에 근거하여 교과목별 수행 평가(평가 방법, 수행 준거를 준용)를 작성, 개발하였다.


This study is about developing education and training programs for NCS based corporate customized work and learning dual system which aims at introducing and establishing Korean-style work and learning dual system at industrial site in short period. This study was conducted by adopting numerous research methods including overseas and domestic literature review and based on agreement met by among training program development experts, working groups organized in Human Resources Development Service of Korea, and members of review and counseling committee. Main findings of this research are suggested as follows. First, in terms of human resource development type for semiconductor manufacturing and operations L3, human resource development type was defined as desired by companies based on DB data of Human Resources Development Service of Korea. It was established via the process of more than three times of review, amendment and supplementation among members from development committee and working groups. Second, from ten competency units found in DB data of Korea Semiconductor Industry Association, nine competency units in total (mandatory:6, optional:3) were derived and selected by excluding one competency unit which is not actually performed by the participating companies at the moment. Third, K-S-A of competency units(9), common courses(1), work-related basic skills(3) and enterprise requirements(3) were selected and specified respectively. Fourth, total 600 hours courses for each competency unit were set up in conformity with an appropriate proportion of course completion times such as Off-JT(120 hours) and OJT(480 hours). Fifth, profiles for each course were specified based on the courses derived in the previous process. Additionally, in the process of documenting the profiles, prototype work was carried out by development experts according to the work-learning linkage system development manual so that the profiles could be reviewed in terms of their appropriateness. Sixth, roadmap and model necessary for operating educational and training programs were constructed and developed for each course. Seventh, monthly Off-JT and OJT operation schedule for corporate customized work-learning linkage system was planned and organized in accordance to training operation model. Eighth, performance evaluation for each course was developed and made in accordance to the monthly operation schedule for Off-JT and OJT.
