본 연구는 농업협동조합의 정체성을 협동조합의 ICA 7대 원칙으로 보았다. P농협과 G농협을 사례로 “조합원의 수요-선택한 수단-지역사회의 발전성과”를 분석틀로 설정하고 농업협동조합의 지역사회 기여를 중심으로 한 정체성을 규명하였다. P농협은 농업협동조합의 기본원칙에 충실하면서 지역농업 개편과 지역사회 상생구도를 중심으로 운영한 사례이다. 열악한 지역환경을 극복하고 경제적으로 안정된 삶을 보장하기 위하여 2기작의 순환농업 구조로 지역농업을 개편해 조합원에게 실질적 혜택을 제공하고 노후에도 조합원이 안정적 소득을 올릴 수 있도록 보장하는 체계를 구축했다. 그 결과, 조합과 조합원 간 신뢰관계를 구축했고 지역경제 생태계를 파괴하지 않으면서도 지역사회와 상생하는 구도를 만들었다. G농협은 계획적이고 체계적이며 단계적으로 농업협동조합을 운영하면서 경제적 영역 본질에 충실하고 사회경제적 영역까지 확장을 도모한 사례이다. 농산물 시장을 본격적으로 개방한 이후 어려움에 처한 지역농업인을 위해서 농협의 장기발전계획을 세우고 실천하였다. 농산물의 유통과 판매 문제를 해결하기 위해 친환경농업으로 재편해 시장을 다각화 하였고, 지역 내 협동조합 간 협동을 실현하였다. 그 결과, 전국적으로 친환경고품질농업과 도농교류의 중심지가 되었다.
The purpose of this study is to identify agricultural cooperatives according to the 7 principles defined by the ICA (International Cooperative Alliance). This paper analyzed the identity of agricultural cooperatives based on the needs of the cooperative members, the policies by cooperatives, and the outcome for the sustainable community in the case of P and G Agricultural Cooperatives (Nonghyup). The P Nonghyup is an example of agricultural cooperatives which reorganized and operated by the local agriculture system and community. In order to overcome the harsh local environment and guarantee economic stability, they reformed the local agriculture system using semiannual crop farming to provide benefits to the cooperative members. As a result, they created a mutually beneficial relationship with the community, built a relationship based on trust between the cooperative and its members, and boosted the local economic ecosystem. The G Nonghyup is an example of agricultural cooperatives which began in the economic sector and expanded to social economic sector. Since the globalization of agricultural products such as UR and DDA/WTO, they had established long-term development plans for local farmers who have suffered difficulties. In order to solve the farmers' problem of agricultural product’s distribution and sales, they developed the environmentally eco-friendly agricultural practices, the market diversification, and the co-operation among local cooperatives. As a result, they became the center of eco-friendly high-quality agriculture and farming exchanges nationwide.
