With the expansion of the state organization and the improvement of the governing system, the ocean showed a history path that would eventually turn into a path of danger in the path of infinite opportunities. That is looked Goryo(高麗), which was trying to expand the nation's financial power through trade through the establishment of aristocratic bureaucracy, actively engaged in maritime activities centering on trade routes, while Joseon, which can be said to have completed a more complete regime, tended not to engage in maritime activities.
