일반대학에서 군 관련학과가 확산되는 양상을 보이고 있다. 군 관련학과를 단순히 초급간부 양성의 도구로만 인식하는 것은 자칫 기회를 위기로 바꾸는 우를 범할 수 있다. 군 협약대학에 대한 군과 대학, 학생 및 학부모, 사회의 요구를 이해하고 이에 기초하여 군 협약대학의 정체성을 정립하는 것이 필요하다. 군이 학비전액을 국비로 지원하여 우수인력을 양성한다는 점에서 군의 보다 적극적인 역할이 있어야 한다. 군 협약대학의 운영 확대와 자유경쟁의 기조에서 선택과 집중으로 전환하고, 교육을 통한 양성의 관점에서 운영과 관리의 혁신을 모색하여야 한다.
Military studies programs offered by private universities are rapidly growing. It is necessary to identity military studies program based on the needs of the military, universities, students, parents, and the society. The military should have an active role in improving the universities’ competitiveness. The focus of management of the program by universities should shift from ‘expansion and free competition’ to ‘selection and concentration’. Innovative management system should be sought.
