In this study, the government considered ways to improve the assessment system for consumers, and proposed ways to improve the legal system and to improve the laws and regulations concerning the establishment, inspection and assessment of consumer policies. Since 2008, after the function of supervising and coordinating the policies of the central government agencies concerned was transferred to the process, basic consumer policy plans were established in three years, and the comprehensive implementation plans were established and implemented annually. As the fourth basic plan for consumers is set to be established, it will be necessary to improve the consumers’ policies through readjustment and supplementation of the current system. To that end, the legal basis for the establishment and assessment of the current consumer policy basic plans and implementation plans were first analyzed, and the assessment system and implementation system of the current consumer policies were analyzed. Concerning evaluation of consumer policies, the related central government agencies should carry out a policy review and evaluation by raising interest in the policies of each department, and performing a policy review and mediation from the planning and results. As a measure to establish an evaluation system for consumer policies, the scope and subject of the assessment, and, secondly, the subject and method of assessment of consumer policies, and third, the utilization of the assessment of consumer policies, and Fourth, readjustment of consumer policies. The current consumer policy implementation system includes matters concerning the assessment of the consumer policies, but it is necessary to supplement the details and procedures of the policies as specified in the review by the Act. In addition, matters concerning the operation of the assessment system and its utilization, including matters concerning the establishment of the consumer policy assessment system, were included in the improvement measures. In the future, assessment indicators of consumers’ policies, methods for measuring indicators, and criteria for measuring their performance should be prepared with regard to implementation of the assessment system, and ways to improve the assessment outcome table for their application will need to be explored. As the government service assessment system is implemented to central government agencies according to the Framework Act on Government Service Evaluation, it is allowed to assess the assessment system of government service use in connection with establishment of the assessment system of government consumer policies, and assessment of utilization of government service index.
