본 연구는 지방정부의 농촌지역개발정책을 평가한 것이다. 특히 농촌지역 발전 및 주민의 삶의 질 향상을 위해 현재 추진되고 있는 농촌지역개발사업 중 가장 대표성이 있는 농촌마을종합개발사업을 분석하였다. 분석을 위해 기초자치단체 중 홍천군의 4개권역을 사례연구대상으로 선정하였다. 전반적으로 사업에대한 이해도 및 참여를 비롯해 만족도가 높게 나타났다. 하지만 지역 권역별 사업의 이해, 참여도, 사회적자본 등에서는 다소 차이가 있음을 확인했다. 4개 권역별 사업의 만족도는 비교적 높은 가운데 지역별로 다소 차이를 나타내고 있었다. 특히 사업에 대한 적극적인 참여와 제안의견이 반영된 권역은 정상적인 사업추진과 성과를 거두었으나, 참여와 의견반영도가 낮은 지역에서는 상대적으로 사업에 대한 만족도가 낮았다. 또한 지역의 사회적 자본 수준이 높은 지역에서 만족도가 높게 나타나는 특징을 보였다. 향후 성공적인 사업추진을 위해서는 주민들의 사업에 대한 이해, 주민의 적극적 참여와 신뢰 등의 사회적 자본 축적과 새로운 시설투자사업 그리고 지역역량사업의 창의적 교육프로그램의 현실화가 필요할 것으로 판단된다.
The purpose of this study is to evaluating regional's Rural Village Project level and to analysis the Determinants factor of Resident's Satisfaction. This study discussed resident' perception and support for community development based on the factors found to influence reactions toward. The findings from the analysis are as follow. First, the satisfaction of the Comprehensive Rural Regional Development Project is generally satisfied, but some of regional's service satisfaction level has been very low; that is, Dong Hongcheon and Boriul is low satisfaction. Second, Resident's Satisfaction of Public Service's influence factors are summarized into four element. and service's quality is software project out to be most important factor compare to the level of other factor. especially With this study, the satisfaction of Comprehensive Rural Regional Development Project is effected not only two project(H/W, S/W) quality but also several other factor(social capital) are quite critical to citizen satisfaction.
