본 연구는 국제이해교육 권고가 채택된 1974년을 전후한 국제사회의 변화를 교육사회사적으로 접근하여 21세기 변화된 글로벌 환경 하에서도 여전히 국제이해교육의 필요성이 유의미한지를 밝히고자 한다. 국제이해교육은 국가 간 우호주의와 인권 및 기본적 자유에 기초하여 국제이해와 협력을 위한 모든 수준의 평화교육으로서, 글로벌 차원의 초국가적 시민성을 양성한다는 글로벌시민교육이라기보다는 ‘글로벌하게 사고하라 그리고 지역적으로 행동하라(think globally, act locally)’라는 글로칼(global+local: glocal) 시민성을 함양하는 목적을 가진 상호이해교육이라고 볼 수 있다. 국제사회의 변동에 따른 국제이해교육의 변화과정을 사회사적으로 고찰할 때, 크게 4시기로 볼 수 있다. 제1기는 1945-1968년까지인 전후 세계체제의 재편기로 국제연합중심의 국제이해교육으로 성격지어진다. 제2기는 1968-1989년까지인 동서냉전기로 군축평화론 중심의 국제이해교육에 초점이 맞춰진다. 제3기는 1989-2008년까지인 신자유주의적 세계화의 전면기로 보편적 가치(평화, 인권, 민주주의) 중심의 국제이해교육으로 특징지을 수 있으며, 제4시기는 2008년 이후 현재까지의 신자유주의적 세계화 모순의 심화기로 글로벌시민교육 중심의 국제이해교육이라 말할 수 있다. 이러한 시대사적 재개념화를 통해서 볼 때, 국제이해교육은 미래지향적 글로칼 시민성 함양을 위한 교육의 유의미성을 지속적으로 갖고 있다고 사료된다.
This research puts an emphasis on clarifying whether the education for international understanding(EIU) is still relevant to the changing global environment of the 21st century by the socio-historic approach of education to the changes of international communities before and after 1974 when EIU recommendation were adopted by UNESCO Assembly. EIU is the comprehensive peace education through international understanding and cooperation based on the principle of friendly relations between people and States having different social and political systems and on the respect for human rights and fundamental freedoms. Thus EIU aims to raise the glocal(global+local) citizenship with which an individual stands in the field of life and lives for the purpose of thinking globally, acting locally beyond supranational global citizenship education against a narrow-minded nationalism. Based on the socio-historical review of the transitional stages of EIU, the first period of reorganizing world system after the 2nd world war, 1945-1968 is characterized as UN-centered EIU. The 2nd cold-war between the East and the West period, 1968-1989 is focused on the disarmament-peace education. The 3rd generalization of neo-liberal globalization period, 1989-2008 is for the EIU based on universal values such as peace, human rights and democracy. The 4th contradiction of the neo-liberal globalization period, since 2008 is seen global citizenship centered EIU. As a consequence of socio-historic review, EIU is seen a relevant terminology towards the 21st century for the purpose of raising symbiotic human beings coping for the glocal agenda.
