자율 로봇이 사람을 살상하는 잠재적 무기로 개발될 것이라는 점에 우려가 제기되고 있다. 일명 살인로봇으로 불리는 이러한 치사성 자율 로봇은 인간의 관여 없이 표적을 식별하고 공격을 가할 수 있는 시스템으로서, 전문가들은 이러한 살인병기가 개발되는 데에는 그리 오랜 시간이 걸리지 않는다고 예상하고 있다. 살인로봇에 대하여는 인간의 존위 및 인간성에 대한 위협과 관련하여 국제적으로 논의가진행 중이며, 특히 2013년 이래 살인로봇금지 캠페인이 진행되고 있다. 아직까지 이 부분에 대한 국제적 논의는 확립되어 있지 않으며, 규제에 대한 필요성 인식에도 불구하고개념에 대한 합의조차 이루어지지 않은 실정이다. 본 논문은 살인로봇 즉 치사성을 탑재한 자율 로봇의 개발에 대하여, 인간 존엄성의 보호의 측면에서 규제대상이 될 자율 로봇의 정의 확립에 있어 고려되어야 할 사항들에 대하여 살피고 있다. 우리가 향후 치사성 자율 로봇에 대한 국제적 합의를 이루고 제재를 만들어 나갈 때 고려될 부분들에 대한 연구 자료가 될 것으로 기대한다.
The Lethal autonomous robots are kinds of military robots which are capable of selecting targets and attacking them without intervention by a human operator. They are also called killer robots. Some experts predict that it won't take quite long time before the killer robot is developed. The possibility of killer robots has made heated debate, especially about the risk of them to human or humanity, maybe in the near future. Campaign to Stop Killer Robots start in 2013, and a lot of experts have called for a ban on weaponization of increasingly autonomous technologies. This paper aims to shed light on some significant and critical issues about defining the scope of autonomy based on the need to protection of human dignity and humanity. And I hope that this paper will be a small stepping stone for those interested in retaining human control of weaponization of autonomous robots or preventing developments of them.
