이 논문은 막말유신 변혁기의 정치사를 검토하여 명치, 소화기의 일본의 정치･외교에 큰 영향을 미쳤고, 오늘날에도 정치적 여론형성에 일정한 영향력을 미치고 있는 일본우익 탄생의 배경에 관한 기초적 연구로서 막말기의 ‘존왕’의 함의와 ‘테러’에 대해서 역사적 고찰을 시도해 보았다. 결론을 간단히 요약하면 아래와 같다. 첫째, 서구열강의 압도적인 군사력의 위협아래 화친조약 및 통상조약을 체결하지 않을 수 없게 된 막부는 지배 계층의 지지를 끌어내기 위해서 미국영사 해리스와의 통상조약교섭에 관한 정보를 공개하고 의견을 구하는 조치를 단행함으로써 막부 전유의 정치를 스스로 ‘해금’시켰다. 둘째, 조정과 공가사회 또한 막부의 통상조약칙허주청을 둘러싸고 급격하게 정치화되고 국내정치의 중심에 서게 되었다. 셋째, 다이로 이이 나오스케의 무칙허통상조약조인을 계기로 존양파 지사들은 천하의 정치를 바로잡기 위해 하늘을 대신하여 처벌(天誅)한다며 이이 나오스케를 암살했다. 이후 암살과 협박은 반대파(경우에 따라서는 자파도)를 제거하고 정치적 목적을 달성하기 ‘천주’라는 명분하에 횡행했다. 넷째, 이이 나오스케의 암살범을 비롯하여 전통과 구체제를 옹호하려고 천주를 일삼던 암살자들을 일본적 ‘우익의 원형’이라 부를 수 있는데, 이들은 통상조약의 체결이 아무리 중요하고 화급한 사안이라도 막부는 일본적인 습관과 전통인 ‘합의(존왕=칙명준수)’를 존중하여 승패에 연연하지 말고 무사도 정신에 따라 즉각적인 양이전쟁에 돌입할 것을 갈망했으며, 이 목적을 달성하기 위하여 테러를 수단으로 삼았다. 다섯째, 테러를 자행하는 일본우익들의 생명력이 긴 것은, 천황이 막말 격동기의 합의(양이)를 체현한 존재로서 간주되었고 그러한 천황을 존중하자는 ‘존왕’ 이념을 유신 후에도 일본우익들이 계속 사용함으로서 그들의 생명력을 연장해오고 있다.

This paper seeks to analyze the beginning of the logic and the actions of Japanese rightists by examining the political history of the Meiji Restoration. This paper is briefly summarized as follows. First, under the threat of the overwhelming military strength of the Western powers, the Shogunate concluded a peace treaty and a trade treaty with the Western powers. This resulted in opening up the "politics" that the Shogunate had monopolized. Second, the emperor and the imperial court were also rapidly politicized at the center of the domestic politics regarding the Shogunate's application of the Treaty of Amity and Commerce between the United States and Japan. Third, in August 1858, Ii Naosuke signed the Treaty of Amity and Commerce between the United States and Japan without the Emperor's permission. Supporters of imperial rule then killed Ii Naosuke. Subsequently, in order to achieve political aims, assassinations and threats by masterless samurai extremists became commonplace. Fourth, these assassins can be called a prototype of the Japanese right wing. In honor of the Japanese habit and tradition of "consensus," they longed for the Shogunate immediately enter into war with the West in accordance with the spirit of Bushido. In order to achieve this goal, they utilized terror as a means to achieve this purpose. Fifth, the long life force of Japanese right-wing activists is because the Japanese right wing continues to use the "Sonno" idea even after the Meiji Restoration.
