본 논문은 네 개의 질문에 답하는 형식으로 구성되어 있다. 2절(한반도-동북아 분단체제의 이중성)은 ‘왜 1953년 7월 이후에 한반도-동북아에서는 전쟁이 일어나지 않았는가’라는 질문을 검토한다. 3절(탈냉전과 북한의 정책딜레마)은 ‘왜 북한은 핵무기와 미사일 개발을 추진하는가’라는 질문을 다룬다. 4절(미-중 관계의 불확실성과 한반도-동북아의 탈-탈냉전 질서)은 ‘왜 한반도-동북아 안보 위기는 미-중 협력에도 불구하고 해소되지 않는가’라는 질문에 답하려고 한다. 5절(한반도-동북아 시민사회 평화운동네트워크의 한계와 가능성)은 ‘과연 시민사회 평화운동은 지속가능한 평화와 협력을 가져올 수 있는가’라는 질문을 살펴볼 것이다.
This paper analyzes the causes and mechanism of repetitive security crises in the Korean Peninsula and the Northeast Asia region. We pose a question, “Can the peace movement network of civil society in this region overcome the security crisis?” The paper is composed of 4 sections: a double characteristics of the division system in the Korean peninsula and the Northeast Asian region; a post-Cold War order in the Korean peninsula and the Northeast Asian region and a policy dilemma of North Korea; the uncertainty of U.S.-China relations and a post-post-Cold War order in the Korean peninsula and the Northeast Asian region; the limit and possibility of civil society peace movement network in the Korean Peninsula and the Northeast Asian region.
