청정화력기술은 고효율과 이산화탄소(CO2)의 포집 및 저장 기술(Carbon Capture and Storage, CCS)을 통해 CO2 무배출을 지향하는 전력기술이다. 전력기술은 연구개발 성공 후 실제 환경과 같은 발전시설에서 트랙 레코드(track record)를 축적해야만 사업화 및 기술이전이 가능하다. 기술이나 부품의 이상으로 발전시설이 멈추거나 사고가 발생할 경우 막대한 피해가 뒤따르는 만큼 실험실을 벗어나 실제 환경에서도 안전하고 신뢰할 수 있는지, 예상목표를 달성하는지 등 다양한 검증이 필요하기 때문이다. 실증이란 개발이 완료된 기술의 시제품을 사업화를 목적으로 실제 환경에서 일정기간 이상 운전하면서 그 성능을 평가·개선하는 것을 의미하는 것으로서, 전력기술의 경우 이 실증시험이 사업화를 위해 거쳐야 할 필수적인 과정이 된다. 실증단계가 전력기술의 사업화에 꼭 필요한 절차라면 이러한 실증이 원활하게 이루어질 수 있도록 법제도적 개선이 이루어질 필요가 있다. 특히 기존 법이 실증을 가로막고 있었다면 이에 대한 개선은 반드시 필요하며 이를 위한 국가적 지원은 필수적이라고 할 수 있다. 이러한 차원에서 에너지기술의 실증시험의 중요성을 인식하고 테스트베드 구축이나 투자 확대 등을 통해 실증연구를 활성화하려는 정부의 노력은 고무적이라고 하겠다. 아울러 실증시험기간 동안 쌓은 트랙 레코드를 바탕으로 인증이 이루어질 수 있게끔 절차를 마련할 필요가 있다. 이는 실증과 인증을 각기 할 경우 중복되는 과정들을 생략할 수 있어 제품의 출시를 앞당기는 등 시장선점이나 사업화 성공에 유리하게 작용할 것이다.
Clean thermal power generation technologies are electric technologies aiming at zero emission of CO2 through high efficiency and CCS(Carbon Capture and Storage). It is not possible to commercialize and transfer electric technology without collecting of track records in same conditions with real plants after the success of research and development. This is because it need to demonstrate its stability, reliability and efficiency beyond the laboratory into the real plant, as a trouble and a accident of power plant causes serious damages to our society. The demonstration means evaluating and improving the performance of test product in accordance with results of research and development for the commercialization, by operating it for a certain period of time in same conditions with a real space, so, for electric technology, the demonstration is a integral part of process for a real business. If the demonstration is a step necessary for the commercialization of electric technology, it is required to bring about an improvement in legal and institutional aspects in order to go on the demonstration smoothly. Especially, if any obstacle prevent the demonstration in existing law, because it need to remove, governmental supports and efforts for this removal are indispensable. For this reason, government's attempts to vitalize the demonstration through the construction of test-beds and extension of investments with recognitions of importance to the demonstration are encouraging. Also, it is desirable to prepare procedures to grant the certification based on track records in the period and the process of the demonstration. It would work to advantage for prior occupation of the market and the success of the industrial promotion by moving up the release date of products due to the avoidance of the redundant test between the demonstration and the certification system.
