한국에서는 1970년대 중반에 종합무역상사(이하, 종합상사)제도가 출범되었다. 그 후, 종합상사는 오랜 기간에 걸쳐 수출증대의 첨병역할을 수행하였으며, 1970, 80년대에 한국경제가 고도성장을 달성하는데 크게 기여하였다. 이처럼 종합상사는 당초 정부의 주도하에 의해 제도화되어 무려 34년간에 걸쳐 유지되어 한국경제의 경이적인 발전에 공헌하였다. 그러나 1990년대 중반이후 종합상사는 대내외 환경의 급격한 변화에 의해 존재감이 상실되게 되었다. 이에 마침내 한국의 종합상사제도는 2009년에 사실상 폐지되고, 2014년에 새로운 전문무역상사로 대체되게 되었다. 이처럼 한국에서 종래의 종합상사제도가 폐지되고 새로운 전문무역상사로 대체되게 된 시대적 배경과 요인은 다음과 같이 정리할 수 있다. 즉, 2000년대 초반에 한국에서 종합상사제도가 폐지되었던 것은 1) 90년대 중반이후의 급격한 글로벌화에 의한 교역여건의 변화와 함께, 2) 디지털 기술의 확산과 새로운 개념의 산업이 속속 등장하고, 3) 통상환경의 급격한 변화 등에 따라 상사기능의 발휘에 한계가 있었던 사실 등을 지적할 수 있다. 또한 전문무역상사제도가 전격적으로 도입되게 된 것은 1) 90년대 중반이후의 급격한 교역환경의 변화에 대해 종합상사가 소극적으로 대응하여 업적부진에 빠지게 된 것이 주된 요인으로 작용하였다. 이와 같은 상황에 즈음하여 2) 정부는 수출진흥을 위한 고육지책(苦肉之策)의 수단으로 민간주도라는 이름하에 중소·중견 무역상사의 육성을 위한 새로운 수출확대정책의 모델로 ‘전문무역상사’ 제도를 도입하였다고 할 수 있다.
In the mid-1970s, the GTC(General Trading Company) system began in Korea. Since then, trading companies have played an important role in boosting exports over a long period of time. In the 1970s and 1980s, the Korean economy contributed to high growth. The GTC, which had been institutionalized under the leadership of the government for the past 34 years, contributed greatly to the phenomenal development of the Korean economy. However, after the mid 1990s, GTC have lost their presence due to rapid changes in the internal and external environment. Finally, the Korean GTC system was abolished in 2009, and in 2014 it was replaced by a new CTC(Certified Trading Company). Thus, the conventional GTC system was abolished and replaced by the new CTC in Korea. The background and factors of the time are summarized as follows. 1) Changes in trade conditions due to rapid globalization since the mid-90s. 2) The proliferation of digital technology and emergence of new concept industry. 3) the fact that commercial functions have been limited due to rapid changes in the normal environment. And the introduction of CTC system is related to the rapid change of trade environment since the mid-90s. In particular, the main factor is the negative response from existing GTC and sluggish sales.
