북한은 제7차 당 대회를 개최하고 본격적인 김정은 시대를 열었다. 그러나 6차 핵실험에 대한 국제사회의 제재는 점차 북한경제에 반영될 것이며 주민들의 불만은 가일층 심해질 것이다. 특히 5차 핵실험 이후 함경북도 지역에 엄청난 수해가 발생하였음에도 불구하고 국제사회에서 보여준 냉랭한 반응은 북한 주민들의 생활고와 불만을 더욱 가중시킨 것으로 보인다. 국제사회에 위협이 되는 행동을 한 국가에 대하여 국제사회에서 인도주의적 원조까지 꺼리는 상황이 된 것이다. 이는 북한 내부의 급변사태에 대한 가능성을 한층 높여주었다고 볼 수 있다. 이런 상황에서 본 연구의 목적은 북한 급변사태 시 한국이 개입할 수 있는 가능성을 단독개입과 다자주의적 입장에서 살펴보고, 보다 가능성 있는 다자주의적 개입 속에서 한국의 주도적 역할을 확보할 수 있는 대안을 제시하는데 있다. 이를 위해 급변사태를 ‘군사적 수단을 보유한 세력 간에 물리적 충돌의 발생과정이나 대응과정에서 자의적 또는 의도적 방치로 인해 대량학살이나 인권유린 사태가 벌어지고, 북한 내부에의 안정을 위해서는 국제사회의 군사적 개입이 필요한 상황’으로 정의하였다. 이런 급변사태는 북한 내부에서 최고 지도자의 급격한 신변변화, 엘리트층의 충성경쟁, 민중소요의 확산 등 3가지로 발생 가능하다. 이때 한국은 실질적 제약이 상대적으로 많은 독자개입보다 다자주의적 개입을 추진하여야 하며 그 속에서 주도적인 역할을 할 수 있어야 한다. 한국이 원하는 통일이라는 결과로 해결점을 맞춰나가기 위하여 지금부터 적극적인 통일외교, 대북 투자의 확대, PKO활동에 대한 신뢰성 제고, 북한의 특수성을 고려한 사전 준비작업 등이 이루어져야 한다.
After the 6th nuclear test, situation in DPRK is getting worse. Many country around DPRK, including china imposed sanctions on the economy of DPRK. For that reason, possibility of contingency in DPRK is getting higher. The purpose of this study is to find the best way for Rep.Korea in time of sudden change in N.K by reviewing the possibility and limitation of independence intervention of Rep. Korea and multilateral engagement by UN PKO. Sudden change in DPRK can arise due to many factors around the situation in DPRK. For example, if DPRK's leader get physical attack or assassinated by military elite, this can lead to sudden change in DPRK. Or, people in DPRK can resist the government of DPRK. In each case, international society can intervene through different ways and levels. At that time, Rep.Korea have to play main role in the intervention. It is because the main purpose of intervention should be reunification of Korean Peninsula. Reunification of Korea can bring eternal peace of Korean peninsula and east asia. For these reasons, Rep.Korea should prepare for reunification diplomacy, civil military operations in DPRK, and reorganization of UNC. These preparations can make best opportunity for reunification through contingency in DPRK.
